Job Overview

The Supervisor of Recruitment formally supervises one clerical staff member and leads a team of others (up to 25) who assist with interviewing and other recruitment-related activities. Interview team members are from other areas of ETS. The Supervisor of Recruitment reports to the Supervisor of Branch Operations Support Services.

The Supervisor of Recruitment oversees and manages the recruiting process for Edmonton Transit. The Supervisor is accountable for final selection decisions in the recruitment of Transit conventional, community service, and DATS Operators. The Supervisor is responsible for applicant screening, interviewing candidates, data management, checking references, and ensuring that ETS standards for these processes are followed. The Supervisor is also responsible for training the operations staff for interview panel assignments.

The Supervisor of Recruitment conducts periodic evaluation of the recruitment process to ensure that job competencies, job descriptions, candidate tests, selection screening tools, and interview questions are inclusive and consistent with industry best practice.

A big part of the job involves promoting Edmonton Transit as an employer and ensuring that job advertisements and descriptions promote all bus and DATS operations positions realistically. The Supervisor of Recruitment looks at the market for potential applicants, runs job fairs, organizes outreach initiatives and partners with other organizations. These activities are very important for sourcing recruits. Preparation for and attending these events are major roles for the Recruitment Supervisor. 

The Supervisor of Recruitment works closely with the other Supervisors in Operations Support Services to ensure there is an adequate supply of recruits to meet ETS service demands. He or she works very closely with the Supervisor of Training to ensure that recruitment and training are coordinated. New service packages, retirements, and resignations must all be factored into the planning process. Plans and estimates must be continually updated to reflect changes.

The Supervisor of Recruitment leads and/or participates in several Transit projects. A recent example is the “STRADA” project which involved a change in the administration and content of recruitment tests. Another project involved making the job reference checking process more effective and efficient.

Another big part of the job involves conducting operational business planning. The Supervisor of Recruitment plans resource allocations for ETS recruitment activities and is responsible for the unit’s budget.

Working Environment

The Supervisor of Recruitment works out of an office at Ferrier Garage. The position requires someone who is very well organized, flexible to meet changing demands, and able to react quickly. Everything must be ready to go on short notice; testing arranged and interview panels set up.

Hours of Work

The Supervisor of Recruitment works standard weekday office hours. However, the position routinely involves special outreach and recruiting events that may fall outside regular hour. During heavy recruitment periods, the Supervisor is called on to work longer hours, evenings, and weekends.

Unique Characteristics and Challenges of This Job

The market is constantly changing. Sometimes there is a good supply of job applicants and other times not. The number of Operators required can change with very little notice (new service packages, retirements etc.). The Supervisor of Recruitment must be able to adapt and plan very quickly. He or she must also coordinate with the other areas of Transit to get the recruits hired and trained.

The Supervisor of Recruitment does not directly supervise recruiters, but recruits and trains “volunteer” recruiters and coordinates assistance in the recruiting process. The Supervisor of Recruitment also partners with a recruiter from corporate Human Resources.

The Supervisor of Recruitment must ensure that ETS hiring practices are non-discriminatory and are consistent with human rights legislation. He or she must stay current with other public transit properties, tracking who is hiring and the qualifications they require.

Qualifications and Skills

  • A Bachelor of Commerce or Business Administration degree would be ideal.
  • Leadership and management training.
  • A minimum of five years of management experience in a unionized work environment.
  • Familiarity with human resources practices supplemented by training.
  • Knowledge of and experience within the transit industry.
  • Knowledge of City of Edmonton policies, directives, and ETS operational procedures.
  • Knowledge of the ATU 569 Collective Agreement.
  • Strong communication skills.

Union Affiliation

The Supervisor of Recruitment is a management position. Classification, compensation and working conditions are governed by the Total Rewards Program for management. 

Preparing for This Job

A strong background in Transit Operations is a definite asset. A background in human resources would also be considered.
