Job Overview

The two Charter Officers are responsible for designing all charter bus services. The positions report to the General Supervisor of Special Services in the Service Development section.

The major job function of the Charter Officer is designing and administering the charter bus service and Park and Ride service. It involves dealing with ETS clients, understanding routes, and costing variables. An example of charter service includes transportation services for conferences and special events. The Charter Officer must be able to plan the most efficient and cost effective routes.

The Charter Officer must know the limitations of various routes and any major construction activities underway. There are Alberta Transportation regulations to comply with and there are limitations on the number of buses available.

The Charter Officer works closely with Dispatch, Bus Maintenance and Control, and must also liaise with the police, Traffic Operations, Roadway Maintenance and other Transit staff to ensure the charter bus operation runs smoothly. There is a significant amount of public contact as well.

Customer service is an important aspect of this job. The Charter Officer receives requests for service and provides customers with detailed plans and cost estimates for the charter service that will meet their transportation requirements.

Designing and scheduling the charter service is the Charter Officer’s responsibility. This includes preparing individual running boards for the Operators, and associated documentation for Dispatch, Bus Maintenance Control and the ETS website.

There is an administrative component to this job. The Charter Officer is responsible for maintaining files, keeping a history, and preparing billing instructions. Accuracy is critical.

Working Environment

The Charter Officer works is in an office environment at a Transit bus garage. There is significant contact with Bus Operations and the public. The Charter Officer travels throughout the city to participate in meetings and for route and site checks.
The work can be stressful at times. Timing for service requests can be short and during the summer there are numerous special events to plan and prepare for. The Charter Office may have to deal with difficult customers.

Hours of Work

Charter Officers work regular weekday business hours (80 hours per pay period) and are eligible to participate in the “Earned Day Off” (EDO) program. However, there may be occasions when hours vary to meet specific needs related to special events.

Unique Characteristics and Challenges of This Job

Charter Officers need to understand several areas of Edmonton Transit and the operation of Fleet Services (availability of buses). There are a limited number of buses available and Charter Officers must be able to work with this and plan accordingly.

Charter Officers must like working with the public and be able to cope with tight timelines for planning service requests.

Qualifications and Skills

  • Completion of Grade 12.
  • Minimum of five years of direct public transit experience, preferably in more than one area.
  • Highly developed interpersonal skills.
  • Strong customer service skills; able to relate to the public. 
  • Strong knowledge of Edmonton Transit, Dispatch procedures related to the assignment of work, and Fleet Services equipment related to the assignment of vehicles.
  • Knowledge of Transit scheduling techniques.
  • Ability to quickly learn and use the computerized charter program.
  • Knowledge of the capabilities and restrictions of the various vehicle types used in ETS charter services.
  • Excellent written and verbal communication skills.
  • Knowledge of ETS standards, policies and procedures.
  • Familiarity with the ATU 569 Agreement relating to shifts and sign-ups.
  • Possession of a valid Class 5 Alberta Motor Vehicle Operators License.

Union Affiliation

Charter Officers are members of the Amalgamated Transit Union 569. Classification, compensation and working conditions are governed by the Collective Agreement.

Preparing for This Job

Experience as an Operator and a Dispatcher would be helpful.
