Co-operation between the City of Edmonton (City) and Strathcona County (Strathcona) is managed through The 34th Street Agreement, The Drainage Transfer Station Agreement, and discussions on trans-boundary watershed management by the Joint Watershed Management Group.

The 34th Street Sanitary Trunk (Trunk) is owned by Strathcona.  The City leases a portion of the sanitary sewer trunk running along 34th Street to the Gold Bar Wastewater Treatment Plant on a yearly basis. In turn, the City charges Strathcona to process its wastewater. The existing agreement will expire on May 1, 2016. We are working toward a long term servicing agreement for using this trunk, which will address the following issues:

  • Confirm the ultimate service boundaries of the Trunk
  • Finalize and agree on the upgrading plan and schedule for the Trunk
  • Evaluate the cost of using the Trunk to ensure it is fair & reasonable
  • Address handling of biosolids

The Drainage Transfer Station Agreement allocates responsibilities for the Clover Bar wastewater transfer station on the City/Strathcona border. Drainage Services is responsible for the collection, load analysis, billing, and regulatory enforcement. Strathcona maintains the site, access roads, and overall operation. Revenues and expenses are shared evenly.

The Joint Watershed Management Group has achieved the following:

  • Met 7 times to discuss various issues of trans-boundary watershed management including stakeholder identification, definition of vision & goals, information exchange, and research examples from other jurisdictions
  • Provided a high-level report to General Managers Meeting and obtained management approval on the general direction of the discussion
  • Developed draft Terms of Reference for Trans-Boundary Watershed Management Study
  • Met with Alberta Infrastructure & Transportation to discuss stormwater management opportunity within the Northeast Ring Road Project
