The Zoning Bylaw Renewal project will update the current zoning regulations to reflect current development trends and to better align with City goals.

We’re currently in Phase 2: Structure and Principles. 

Project Stages

Phase 1 - Completed

Research and Scoping

September 2018 - April 2019

  • Project defined, scope identified, project planned and budgeted
  • Established need for a new bylaw, identified trends in zoning bylaws, identified improvements in presenting zoning information
  • Operating budget developed 
  • Stakeholder list and project website developed t
  • Zoning Bylaw Renewal Report #1 prepared to articulate principles and approach for the project

 

Phase 2 - Current Phase

Structure and Principles

April 2019 - September 2019

What We’re Working On

In this stage we’ll be gathering input and information to:

  • Create criteria for what to regulate
  • Discuss what we can and cannot regulate
  • Discuss the format of the new Zoning Bylaw and any interpretive tools
  • Talk about how different regulations shape the built environment

Phase 3

Determining Outcomes

May 2020 – July 2020

  • Completion of first full draft of a new zoning bylaw for Edmonton
  • Edits, revisions and more edits to account for a range of residents’, stakeholders’ and users’ needs
  • Process mapping and process definition to ensure back-end systems and operations are reconfigured for the new bylaw
  • Engagement to gather input on the draft bylaw
  • Communication linking new bylaw to City Plan outcomes and ensuring these outcomes can be delivered by the draft bylaw

Phase 4

Drafting Regulations

December 2020 - May 2022

  • Final round of edits to the draft bylaw to account for gaps, omissions and errors as well as responses to engagement comments
  • Final draft of a zoning bylaw to Urban Planning Committee
  • Receive approval to proceed to City Council Public Hearing for adoption
  • Assessment of rezoning requirements to enact the bylaw’s new zoning designations

Phase 5

Zoning Bylaw Adoption

June 2022 - January 2023

  • Transitioning into the new zoning bylaw and project close-out
  • Focus on promoting the new bylaw, explaining how it works, and describing how applications are processed using the new bylaw
  • Communication program roll-out, including industry, community and internal staff training seminars
  • Formal issue identification process and at least one omnibus anticipated as a way to fix unintended issues with the new bylaw
