The City is advancing a Zoning Bylaw text amendment to make changes to parking requirements. The proposed reductions will apply to vehicle and bicycle parking requirements for properties that are close to LRT Stations and Transit Centres for both residential and commercial uses.

This project is advancing concurrently with the Main Streets Overlay Review, the Microbreweries, Wineries, and Distilleries Review, and coordinating with other projects that are advancing the goals of the Way We Grow, Edmonton’s Municipal Development Plan.

Project Stage: Proposed Amendment

This project is currently at the proposed amendment stage.

A report and draft amendments were reviewed by Urban Planning Committee on June 23, 2017, who made the following motion:

  • That Administration prepare amendments to Zoning Bylaw 12800, as generally outlined in Attachment 2 of the June 23, 2017, Sustainable Development report CR_3820, and return to a future City Council Public Hearing.

City staff will present the amendments to City Council at the September 11, 2017 Public Hearing meeting.

Public Consultation

The City of Edmonton is committed to citizen engagement.

The Zoning Bylaw Team held several public engagement outreach events in early 2017. Citizens had the opportunity to provide feedback on the project and will help inform the changes to parking requirements.

On July 6, 2017, a revised report and mark-up of proposed amendments was circulated to interested persons. Changes to the proposed text amendment since June 23 include:

  • Increasing the minimum bicycle parking requirement and removing the maximum
  • Changing the eating and drinking establishment parking requirement from being based on Public Space to being based on Floor Area
  • Adding a map showing where the transit and main street areas are located
  • Clarifying that the council-approved concept plan must be the most recent version
