Your Space, Your Choice - Reduced Parking for Houses

At the June 21, 2016, Executive Committee meeting, committee members voted in favour of aligning the parking requirements for low-density residential dwellings with other major Canadian cities.

At the March 15, 2017 Urban Planning Committee meeting, committee members voted in favour of the draft bylaw text amendments to reduce minimum parking requirements from two spaces to one.

The bylaw is scheduled for the June 28, 2017 City Council Public Hearing meeting.

What's Changing?

Reducing parking requirements for Single Detached Housing, Semi-detached Housing, Duplex Housing, Mobile Homes (excluding Mobile Home Parks) from two minimum parking spaces to one minimum parking space. Row housing, Secondary Suites and Garden Suites will continue to also require one space per dwelling.

Current Regulations

Parking for low-density residential dwellings must comply with the regulations in Section 54, Schedule 1A of the Zoning Bylaw.

The current parking requirement states: “2 parking spaces per Dwelling, may be in tandem and may include 1 Garage space. Where a Front Yard driveway provides access to a parking space that is not within the Front Yard, the Development Officer may consider this driveway as the provision of a second car parking space that is in tandem.”

For Garden and Secondary suites, the parking requirement states: "1 parking space per 2 Sleeping Units in addition to the parking requirements for primary Dwelling. Tandem Parking is allowed for Secondary Suites and Garden Suites.” This usually means that a single detached house with a secondary suite must provide three parking spaces onsite.

Public Consultation

Starting in fall 2016, City staff shared information and hosted events to talk to Edmontonians about these changes and what the new parking requirements might mean for your neighbourhood.

Administration's goal is to achieve a high level of awareness and engagement on the proposed amendments. To achieve this Administration undertook a number of activities including:

  • Advertisements in all major newspapers
  • Edmonton Federation of Community Leagues published a Notice in their November 2016 newsletter
  • An Insight Community survey. The November Insight Survey indicated a high level of awareness of the proposed changes (42%), and this was prior to media stories that came out afterwards that further raised the profile of these changes early in 2017.
  • A direct email to over 180 individuals who had identified their interest in parking issues through a previous Insight Survey
  • A one-minute video about the proposed changes
  • A blog post on the Transforming Edmonton blog
  • Advertisements on displays at City venues throughout the city
  • Two pop-up information sessions
  • A presentation to the Community Infill Panel
  • Email circulation to members of the development industry, the Edmonton Federation of Community Leagues, and all individual Community Leagues
  • A media release sent to all major media outlets
  • Follow up interviews and media pieces including articles, TV news clips and radio.

In total, Administration heard from 90 individuals, and about three quarters were either neutral or supportive of the changes.
