On September 11, 2017, City Council approved amendments (Item 5.3) to Edmonton’s Zoning Bylaw to introduce changes to the Main Streets Overlay to better support attractive, vibrant and walkable commercial streets in Edmonton. 

At the Public Hearing where the Overlay was approved, Council directed City staff to monitor the effectiveness of the Overlay, consult with communities along 109 Street within the Overlay’s boundaries, and to prepare further amendments to the Overlay if necessary.

What’s Changing?

Development Regulations
City staff are currently considering the following additional changes to the Main Streets Overlay:

  • Encouraging mixed use development along 109 Street, north of Whyte Avenue
  • Adding in setback and stepback requirements into the 109 Street-specific areas of the Overlay
  • Removing the consultation requirement in the Overlay to improve timelines for development permit approvals and removing duplicate notices to neighbours
  • Providing clarity to additional development regulations, such as how height is measured on freestanding digital signs and specifying where the principal entrances to commercial units shall face

The changes are being made to ensure consistency in development along the city’s main streets. 

Overlay Boundaries
City staff are also proposing to amend the boundaries of the Main Streets Overlay to capture portions of main streets that were previously omitted. These areas include:

  • The remainder of a portion of two sites along 101 Avenue between 76 Street to the east and 77 Street to the west to include the whole, rather than portions of, the site
  • The east side of 82nd Street, north of the Yellowhead, where existing commercial sites  had previously been omitted
  • The triangle parcel located on the eastern portion of 109 street, south of Saskatchewan Drive
  • Removing residential zones along 109 Street from the Overlay

These changes are being made to ensure the boundaries of the Overlay are applied evenly to both sides of the street.

Public Consultation

The City of Edmonton is committed to citizen engagement.

City staff met with members of Community Leagues that border the southern portion of 109 Street where the Main Streets Overlay applies to hear what changes they wished to see in the Overlay.

All members of the public have an opportunity to review the draft report and provide comments before Monday August 6, 2018.

Members of the public will have the opportunity to share their views directly with City Council by registering to speak when the proposed amendments go to City Council Public Hearing, currently scheduled for October 10, 2018
