Community Revitalization Levy plans are an important long-term economic tool that are used to develop integrated, vibrant and attractive spaces in priority areas of the city.
The Community Revitalization Levy (CRL) program allows the City to borrow against future property taxes to help pay for infrastructure, parks and other projects that encourage development in the surrounding area. In Edmonton there are three CRL areas: Downtown, The Quarters and Belvedere.
Capital City Downtown Community Revitalization Levy
The Capital City Downtown Community Revitalization Levy (CRL) has a plan area focused in the heart of Edmonton’s downtown. Since 2015, the downtown CRL has seen $4.7 billion of new development, including 3,500 residential units and three new office towers.
Some of the projects for the Downtown CRL include Rogers Place and ICE District, Alex Decoteau Park and O-day’min Park. There are several more planned through 2044. These projects are designed to increase new development and vibrancy in the immediate area.
Roundhouse Park at Station Lands
Roundhouse Park is a public plaza and greenspace at the centre of the Station Lands development. It will be a vibrant hub for the surrounding residential, office and commercial developments. The park includes a pedestrian bridge, plaza, stage and plenty of transportation channels. It is expected to open in 2026.
2025 Capital City Downtown CRL Plan Extension
Further investment in projects for our downtown is essential for its continued growth and revitalization. In June 2025, Edmonton City Council approved a 10-year extension of the Capital City Downtown CRL Plan, with a completion date of 2044. This extension will allow for six new catalyst projects, including Event Park and Ice Village.
The Quarters Downtown Community Revitalization Levy
The Quarters Downtown Community Revitalization Levy (CRL) has a plan area focused in the historically significant eastern portion of downtown. Since 2012, the Quarters CRL has seen over $100 million of infrastructure and community improvements, which has resulted in over $550 million of development. The Quarters Downtown Community Revitalization Levy is scheduled to conclude in 2031.
Some of the projects for the Quarters CRL include Boyle Renaissance and Kinistinaw Park.
Stadium Yards
Stadium Yards is a mixed-use residential development in the far northeast corner of the Quarters Downtown CRL area. It has added over 1,500 new residential units to the area.
