The City of Edmonton is piloting a Vacant Lot Cultivation Licence, beginning with public utility lots. This is a land use agreement and licensing process for making temporarily vacant, idle and underused City-owned lots available for food production.

Terms of Vacant Lot Cultivation Licence

As a licence holder, you may cultivate plants for food production on the site for a 7-month period between April 1 and October 31. You can renew the licence for up to 10 years. Either the City or the licence holder can end the licence at any time by providing 30 days' written notice.

Cost: $100/year

Size: Lots range in size from 45 to 400 square metres, averaging on 200 square metres.

How to Apply

  • Use the map to identify your preferred lot (the pins display availability, address, size, zoning and permitted uses).
  • Visit the lot in person to confirm that it meets your needs.
  • Review the maintenance checklist.
  • Review the City of Edmonton’s requirements for Urban Outdoor Farms (primary use is commercial urban farming), Urban Gardens (primary use is educational, not-for-profit) and Urban Indoor Farms in Section 98 of the Zoning Bylaw.
  • Submit the online application to request a lot.
  • The City will contact you within 3 to 5 business days to confirm that your application has been received, and will provide you with further instructions.
  • Once it has been confirmed that your application has been successful, complete and mail a hardcopy of the Vacant Lot Cultivation Licence to the City of Edmonton, Real Estate and Housing, Garden Use Licence, 10th Floor, Edmonton Tower, 10111 104 Avenue, Edmonton AB T5J 0J4.
  • The City will contact you to process payment beginning in January 2018.
  • Please be neighbourly! As a courtesy, we ask that you notify the neighbours whose properties are immediately adjacent or attached to the property. Please provide them with a letter stating that you have permission from the City of Edmonton to have the seasonal, non-exclusive, revocable use of the Licensed Area, for a 7-month period between April 1 and October 31, for cultivation of plants for food production.
