City Council
City Council Public Hearings Mandate

Statutory meetings, which hear from members of the public related to land use and taxation bylaws and charter bylaws. 

City Council Mandate

The ultimate decision-making body for the City of Edmonton and its mandate encompasses all of the topics discussed at the Standing Committees.

Edmonton's City Council is made up of 1 Mayor and 12 Councillors that represent each ward.

Audit Committee

Mandate
Assists Council in fulfilling its responsibilities by reviewing reports from the City Auditor, external auditor and Administration relating to financial statements, enterprise risk management, internal controls, fraud, misconduct and policy compliance. The City Auditor's reports focus on compliance, controls, efficiency, effectiveness and economy of City operations.

Citizen Members

Audit Committee includes two citizens with extensive background in financial accountability in large organizations. Citizen members of Audit Committee can serve a maximum of eight years.

Chris Burrows holds Bachelor degrees in Science and Commerce from the University of Alberta, a Master of Accounting degree from the University of Saskatchewan, and a Master of Arts degree from Gonzaga University.  He is a Chartered Accountant, a Certified Professional in Human Resources and is an accredited ICD.D director by the Institute of Corporate Directors.

Owen Edmondson is a graduate of the University of Alberta, where he completed his MBA and Bachelor of Science degree. He is a Certified General Accountant and completed the advanced executive program at the Ivey School of Business at the University of Western Ontario.

City Manager and City Auditor Performance Evaluation Committee
Mandate

Makes recommendations to Council regarding the annual performance goals and performance results of the City Manager and the City Auditor.

City Manager Recruitment Committee

Mandate
The City Manager Recruitment Committee's mandate was to provide oversight to the recruitment process and approve the processes that will be followed to recruit a new City Manager.

Code of Conduct Sub-Committee
Mandate

Approves public engagement and work plans necessary for the development of the Council Code of Conduct and related items, and to review drafts and provide necessary direction to complete such items prior to recommending final drafts to Council Services Committee.

Community and Public Services Committee
Mandate

Delivery of City services, including: neighbourhoods and communities; social development; recreational activities and facilities; cultural and social programs and activities; emergency services; and municipal enforcement.

Mandate

Oversight of all Councillors' offices, excluding the Office of the Mayor.

Emergency Advisory Committee
Mandate

Reviews the Municipal Emergency Plan, and related plans and programs on a regular basis and has specific powers delegated to it in the event of a local emergency, as outlined in the Bylaw 19091. 

Executive Committee
Mandate

Financial and corporate issues, including: governance, communications and public engagement; City budgets; City business, financial and economic management; City personnel matters; assessment and taxation; information technology; intergovernmental affairs; financial and economic issues related to real estate and housing; and implementation of City infrastructure projects.

Inter-municipal and Regional Development Committee
Mandate

Regional development, including: the development of a stronger collaborative framework between the City and adjacent municipalities; intergovernmental affairs as they relate to regional development; and annexation-related items.

Urban Planning Committee
Mandate

Sustainable City planning, including: growth, development and management of the urban form; urban transportation; infrastructure; parks; municipal reserve; environmental, housing and real estate planning; and community engagement for urban planning matters.

Inactive Committees

Annexation Negotiating Committee

The Annexation Negotiating Committee expired 30 days after the date on which the Negotiating Reports were provided to the Municipal Government Board.

Description/Purpose

The Annexation Negotiating Committee represented Council's position in annexation negotiations with Leduc County and the Town of Beaumont.

Municipal Government Act

LRT Governance Board

The LRT Governance Board has completed its mandate and held its final meeting on April 14, 2016. The LRT Governance Board Bylaw expired on May 5, 2016.

Mandate

The LRT Governance Board’s mandate was to approve the terms of the City’s RFP, including the form and content of the P3 Agreement for the LRT project.

Description/Purpose

The LRT Governance Board provided oversight of the Light Rail Public Transportation System project in Edmonton. This means the procurement, development, design and construction of the Southeast and West LRT.
