About the Branch

The IT Branch provides projects, applications and the technology that meets staff needs. Today City of Edmonton staff can collaborate and work from anywhere, anytime and, with any device. IT maintains over 140 department business applications and five enterprise-wide applications. IT Security maintains a safe technology infrastructure to ensure all City employees can collaborate effectively. This infrastructure includes: 300+ network and wireless sites; 15,000+ supported devices; 800+ servers; and over 110 km of fibre optic cable.

Branch Mandate

Oversight and coordination for IT services is provided by strong governance processes, enterprise architecture principles, and sound resourcing, project and financial management. IT staff use their experience, knowledge and expertise to assist the City while maintaining four core outcomes:

  1. IT based infrastructure and systems are reliable and sustainable
  2. The IT Branch operates as a well-managed organization
  3. IT acts as a trusted partner and advisor in the delivery of Department and Branch goods and services
  4. IT services and operations are focused on providing expertise and modern innovative solutions

Branch Organization

Applications Services

Mandate

Application Services maintains and enhances over 140 departmental business applications and five enterprise-wide applications (SAP, PeopleSoft, POSSE, TACS, Web Services / edmonton.ca), with a combined asset value of about $300 million. Regular upgrades ensure uninterrupted operation and support, and ultimately aid in the efficiency and effectiveness of service delivery to our customers.

Services

This portfolio ensures that systems are available, reliable, have outstanding performance and can scale to meet the increasing demands of our business partners. Applications Services have been key in advancing efforts to replace the City’s Recreation Access Management System, as well as upgrading POSSE and TACs to support the Integrated Service Centre.

Client Services

Mandate

Consists of Business Relationship Management (BRM), and Knowledge & Change Management. BRMs coordinate existing and ongoing business needs, and provide insight on how IT can strategically align to business partner visions. Knowledge & Change Management provide the knowledge required to support City staff in their work activities, which enables informed decision making and enhanced productivity.

Services

The BRM program coordinates a team of IT professionals to support the strategic objectives of their department through holistic IT planning, project management, application maintenance and workplace support. Knowledge and Change Management provides staff with IT knowledge to help them better use systems and technology so they can provide the most efficient and effective services to our citizens.

Enterprise Architecture

Mandate 

Enterprise Architecture provides guidance aimed to maximize corporate benefit and ROIC achieved by City IT investments (systems, applications, technologies, etc.) and services.

Services

Core services include planning, analysis, advice, recommendations, and solution design. Architecture provides stewardship of the principles, standards and roadmaps that help guide IT investments and solutions. The newly created Enterprise Architecture Plan will identify cost-saving redundancy and service improvement opportunities in our IT environment.

Infrastructure & Network Services

Mandate

IT Infrastructure continues to contribute toward Edmonton being an open and smart city by provisioning Open City WiFi, and hosting UofA WiFi on city infrastructure. As the city grows and looks to leverage more Cloud services, Infrastructure continues to increase capacity, reliability and sustainability for all internet services to meet current and future business partners’ and citizens’ needs.

Services

IT Infrastructure maintains and continuously improves the foundational building blocks required to provide IT services that support all city operations. This includes oversight and management of data centers, servers, storage, backup, and databases, and two corporate data networks (internal city network, external Open City WiFi) connecting hundreds of City offices, facilities and public locations.

IT Project and Resource Management Office

Mandate

The IT Project Management Office (PMO) and Resource Management Office (RMO) is responsible for maintaining project management standards that are used by all IT programs and projects, and for developing and maintaining an holistically integrated and prioritized multi-year portfolio of the City’s technological capital investments.

Services

The PMO and RMO provide tools and services that allow business partners and Governance Committees to better manage their project portfolio. Tools offered include: Authorization For Expenditure and Project Outcome Reports, a self-service portal for on-demand reporting, performance dashboards for capital profile management, and a new Technology Investment Request form.

IT Security, Risk Management, Compliance & Audit

Mandate

IT Security, Risk Management, Compliance and Audit supports security technologies, manages and mitigates emerging threats and raises awareness of threats. It promotes information handling best practices, and manages the system of controls that handle information risk.

Services

The Security Management team makes sure the organization is safeguarded from attacks or compromises to critical infrastructure and systems. The Governance function oversees IT controls and processes and monitors progress to risk treatments, while also serving as liaison on all IT audits.

IT Vendor & Contract Management

Mandate

The Vendor and Contract Management Office (VMO) manages, administers and guides interactions with our IT service providers to ensure optimal benefits for the City. Through strong contract oversight, the VMO continually identifies opportunities to reduce annual costs to both existing and new agreements, as well as successfully negotiate additional contractual provisions.

Services

The VMO has four key functions: Service Level Management, Performance Management, Relationship Management and Risk Management. This new approach was introduced in 2016, and will continue to be extended to the rest of IT’s vendor community beginning in 2017, supporting the VMO goal of becoming a centre of excellence.

SAP & IT Branch Management Office

Mandate

SAP oversees and governs the management, maintenance, and upgrades of this multi-million dollar enterprise asset to ensure it provides efficient and effective service delivery to all users, and greater ROIC. The IT Branch Management Office (BMO) provides the management functions for the IT Branch in support of the outcome ‘The IT Branch operates as a well-managed organization’.

Services

SAP is constantly evolving, spearheaded by the SAP Renewal Program and launch of SAP Mobility. Future efforts will focus on the overall upgrade of SAP technology to unlock functionality and improve the user experience. The IT BMO portfolio includes strategic planning, financial management, staff support and management processes, administration services, and internal and external communications.

SPACE - Spatial Centre of Excellence

Mandate

SPACE is a new way of managing our Spatial portfolio. It is a governed approach, following best practices, that will identify, define, and support corporate Spatial needs. We work with the City to support our current state, inventory and rationalize existing data and tools, provide education, and gather requirements for a refreshed architecture plan and roadmap.

Services

Spatial information can be found at the core of virtually every City function, including planning for land use, roads, bus routes, parks, safety, drainage, and all other planning and operational activities. Spatial data is collected in a variety of forms, including GPS / AVL information, satellite images, and orthographic and pictometry images; data is used to plan on, below, and above ground.

Workplace Support

Mandate

Workplace Support assists IT customers by implementing solutions that employ collaboration and communication as well as workplace technologies to create business value. Workplace Support continues to spearhead initiatives that enhance the user experience, ensuring staff have access at anytime, anywhere and from any device, all while ensuring the City continues to get good value for money.

Services

This section provides services that include the provisioning, management and support of computers, laptops, phones, mobile communications, printers, remote connectivity, email and a vast array of office productivity software. The program continues to work with many areas of the City in redesigning operational processes and with Inside Information to provide an improved customer experience.

Open City Wi-Fi is a free public Wi-Fi Internet access service provided courtesy of the City of Edmonton to patrons of some of the City’s publicly accessible facilities.
