About the Branch

Financial Strategies & Budget plays a lead role in providing strategic financial analyses for the organization, manages the capital and operating budget process for the organization and oversees the continued implementation of the City infrastructure strategy. The branch also monitors Edmonton's ever-changing economic environment. 

Branch Organization

Budget Planning & Development


The functions within the Budget Planning and Development program focus primarily on contributing to the financial sustainability of the City. This is accomplished by enhancing and contributing to the accountability and transparency of financial information to citizens and Council and by providing timely information that assists with Council decision-making.


Budget Planning and Development is responsible for the facilitation, coordination and delivery of the business plans and budget, long-range forecast and model, including the Financial Outlook. In addition to these planning activities, this section leads and supports the development of the corporate capital and operating budget system.

Business Financial Analytics


Business Financial Analytics provides timely, accurate, analytical services to programs to support long-range financial planning, operating and capital budget development, variance analysis and management reporting, as well as business case development.


Financial advisory services inform decision making and contribute to the long-term financial sustainability of the City. This section supports informed and balanced decision making by providing financial advice that is tailored to business needs. It ensures consistent application of professional financial standards, as well as City policy and directives to align with corporate strategic priorities.

Economic Forecasting & Analysis


Economic Forecasting and Analysis prepares forecasts for the City of Edmonton and the Edmonton Census Metropolitan Area to support planning and budgeting in various departments. The section also monitors and reports on key economic indicators including employment, inflation housing starts and building permits.


This section prepares semi-annual long-term forecasts covering economic activity, demographics and employment trends by industry for the City of Edmonton and the Edmonton Census Metropolitan Area. In addition, the section also employs its capital base of statistical models and data resources to undertake specific projects and provide the City with customized measures of inflation.

Infrastructure & Funding Strategies


Infrastructure and Funding Strategies has three core functions: corporate asset management, capital budgeting and long term planning, and corporate grant management/advocacy. The successful integration of these functions provides Council with the necessary tools, policy, and guidance to successfully steward the corporation's $42.8 billion infrastructure portfolio.
