About the Department

The Employee Services Department is responsible to lead and champion work across the City of Edmonton and empower employees to achieve organizational and workforce outcomes.

Along with the delivery of timely, relevant, innovative and high quality service, an integrated, resilient, safe, healthy, diverse, inclusive and thriving workforce will continue to be developed.

Branches and programs within the Employee Services Department include: the Corporate Culture Office, Employee Relations, Organizational Development, Respect in the Workplace, Talent Management and Support Services, and Workforce Safety and Employee Health.

Corporate Culture Office

At the City of Edmonton, our focus is to ensure that our workplaces are fully inclusive, respectful, and supportive of healthy and productive working relationships.

Respect in the Workplace ensures that the City has systems in place that support a culture of safe disclosure and dialogue and that a restorative approach is taken to address conflict in the workplace in order to promote workplace health and productivity.

Employee Relations

Employee Relations offers consultation and advice in areas such as performance/attendance issues, collective agreement requirements, workplace issues resolution, job evaluation and organizational design.

This area focuses on building strong relationships with business area management and the Unions and Associations representing City employees.  We work collaboratively in ways consistent with the organization’s commitment to the Working Relationship Agreement.

Organizational Development

Organizational Development's vision is to support a thriving, resilient organization powered by an engaged and inclusive workforce.

Our mission is to work as trusted partners to help the corporation build high performing teams by providing strategic advice, bringing a corporate perspective, supporting evidence-based decision making and leading learning and development.  

Our goal is to ensure the City has the systems, guidelines, and frameworks to grow and develop high performing individuals and teams.

Talent Management and Support Services

Talent Management and Support Services is focused on modernizing the business through a variety of initiatives aimed at improving processes and employee experience, and enabling data driven decisions.

We provide effective data management and oversight information to leaders throughout the organization. Our branch is also responsible for the legislative compliance and administration of all staff pay, pension and benefits while our recruitment team provides innovative, leading strategies that will advance the corporate workforce plan and build and retain workforce capacity.

Workplace Safety and Employee Health

The Workforce Safety and Employee Health branch establishes safety and employee health governance in the organization, including corporate directives and procedures, and monitors and proactively acts on internal and external trends using modernized systems and technologies.

We lead our organization in realizing opportunities to improve workplace health and safety, maintain compliance to legislation and reduce risk and liability to the organization.
