The Edmonton Design Committee (EDC) reviews and provides recommendations to applicants and the City regarding development applications.

Draft EDC Standards and Procedures

The City and the Edmonton Design Committee (EDC) are presently finalizing new Standards and Procedures.

City administration, in partnership with the Edmonton Design Committee, completed a review of the EDC’s policies and procedures in 2020 and presented an update to Urban Planning Committee in February 2021.  These new Standards and Procedures, which will be phased in during the fourth quarter of 2021, will provide clear direction on the roles and responsibilities of the Committee and City administration.

New EDC Bylaw 19784

City Council adopted a new  Edmonton Design Committee Bylaw 19784 on August 30, 2021.

The new bylaw was developed in alignment with the upcoming  Standards and Procedures and includes:

  • The ability for City administration, with the support of the Committee, to exempt certain projects from review. For example, small-scale ground-oriented residential development, storefront improvement projects approved through the Facade Improvement Program, and new City facility projects of a utilitarian nature that lack a strong public realm interface would not require EDC review. This change is in response to input from the Committee, City administration and industry, to exempt small-scale projects and better focus the Committee’s review on projects with high urban design impact.
  • Adding a member to represent the Alberta Professional Planners Institute, bringing the total representatives to 2.
  • Changing the criteria for the member who represents academia, to include post-secondary institutions beyond the University of Alberta and areas of research and teaching beyond the disciplines of industrial design and fine art. These changes to Committee membership are in response to the Committee’s desire to bring greater insight and perspective to the review of projects.

The EDC’s Mandate and Work

The Edmonton Design Committee (EDC) was established by City Council in 2005 with the mandate to “improve the quality of urban design in the city of Edmonton.” EDC meets this mandate primarily through the review of private development applications and key City of Edmonton projects.

EDC and the Public

Members of the public can attend EDC meetings virtually - see upcoming agendas for links to attend via Google Meet. Members of the public can also request to speak to the Committee: review the  procedures for public speakers  and use the online form to request to speak to EDC can be found here. The deadline for requests to speak is 4:30pm on the Friday preceding the EDC meeting.

Committee Meetings

Committee meetings are held on the 1st and 3rd Tuesday of each month at 4pm at the Edmonton Meeting Centre (3rd Floor Edmonton Tower, 10111 104 Avenue NW) unless otherwise indicated. Agendas are available 10 days prior to the meeting date, and minutes are posted once approved.

Subcommittee Meetings

The EDC has established a subcommittee to assist in the performance of the committee’s duties, including the ongoing development and implementation of new standards and procedures. Subcommittee meetings are held on the 4th Tuesday of each month at 4pm at the Edmonton Meeting Centre (3rd Floor Edmonton Tower, 10111 104 Avenue NW) unless otherwise indicated. Submission Requirements
  • A minimum of 6 hard copies (11" x 17" format, single-sided, printed in colour and bound) of the submission package must be delivered to  City administration a minimum of two weeks in advance of the scheduled meeting date. Deliveries can be sent to:

  • ​An electronic copy of the submission booklet must be sent to City administration a minimum of two weeks in advance of the meeting date
  • The Applicant is required to bring a digital presentation file (PDF) to the meeting on a USB key
Scheduling/Cancelling

If an applicant is unable to attend the scheduled hearing, it is imperative that Administration is notified at least two weeks in advance of the hearing date. By cancelling, there is no assurance that the next Edmonton Design Committee Administration meeting date will be available.​

Pre-Consultation Meetings

Though not mandatory, the Edmonton Design Committee (EDC) strongly encourages a “pre-consultation” screening of proposed developments.  The intent of this step is to offer information and guidance regarding the formal presentation. A letter from the EDC is not provided after a pre-consultation meeting, and it is the responsibility of the applicant to take notes at this meeting.

Pre-Consultation Submission Requirements

The pre-consultation process allows the EDC to engage with the proponent at an early and conceptual stage of development.

Information required for a pre-consultation submission for a development permit application, rezoning application, or public project:

  • Indication of the type of submission (Rezoning, Development Permit, etc.)
  • Municipal address of the property
  • Written description of the project
  • Responses to Principles of Urban Design
  • Site plan
  • Landscape plan
  • Preliminary elevations, drawings and renderings of the proposal
Additional Information

If required by the EDC or development planner, the proponent shall provide the following information:

  • Additional perspectives
  • Detailed landscape plan complete with hard and soft landscaping details
  • Public art provision, including specifics
  • An exterior lighting plan illustrating how the building’s architectural and sculptural characteristics have been highlighted
  • Building sections
  • Existing and proposed site grading
  • Wind impact analysis
  • Detailed Comprehensive Sign Design Plan to comply with Section 59 of the Edmonton Zoning Bylaw 12800
  • General analysis of how the development has addressed Crime Prevention Through Environmental Design (CPTED)
  • Zoning Bylaw Compliance analysis

There may be a development that requires a special submission, such as a rezoning application, digital sign application, or exterior alterations such as a façade improvement. Please contact Administration or the file planner in order to discuss these requirements.

Formal Meetings

The Edmonton Design Committee (EDC) Bylaw requires formal presentation reviews for major development applications submitted to Development Services. A development permit application must be applied for and discussion with a development planner should take place before a formal presentation to the EDC is made.

Please note

  • The EDC will not review a Development Permit submission in conjunction with a Rezoning application. A Rezoning Application must be approved before the EDC review of a Development Permit submission.
  • Members of the public can register to speak at a formal presentation.
  • Formal development permit and rezoning submissions will be available for public viewing prior to each meeting.
Formal Submission Requirements
Administrative Walk-On

After a formal review by the Edmonton Design Committee (EDC), a project which receives a letter of "support with conditions" may be required to return to the EDC as an "Administration Walk-On" presentation.

An Administrative Walk-On requires:

  1. The applicant to address the letter of recommendation by providing:
    • A response in the form of a brief cover letter
    • Corresponding materials (a full package resubmission is not required)
  2. The applicant to submit the response to the Development Planner electronically for initial review/approval
  3. The Applicant to provide 6 (six) hard copies and digital files of the materials to Administration two weeks prior to the scheduled Administrative Walk-On date.
  4. Administration to present the response before the EDC
  5. Administration to respond to the applicant with the outcome
