City Council approved the 2019-2022 Capital Budget on December 14, 2018. 

The 2019–2022 Capital Budget balances the infrastructure investment required to keep existing City assets in good repair while supporting ongoing growth needs.

The 2019–2022 Capital Budget is composed of $4.8 billion in total capital investment over the next 4 years, excluding any carryforward funding from 2018.

$1.9 billion of this spending has been approved through previous Council decisions and the remaining $2.9 billion was approved by Council in December 2018.

This budget also includes $1.0 billion of capital that will extend beyond the year 2023, to give an overall budget of $5.8 billion.

Supplemental Capital Budget Adjustments - Fall 2020

Council has the ability to amend the approved budget twice a year through supplementary capital budget adjustments.

These adjustments are an integral component of the City Council approved multi year approach for the 2019-2022 Capital Budget. It allows Council to adjust the capital budget in response to changing project needs, new funding opportunities and challenges, emerging issues, and changing priorities. 

In addition to the supplemental capital budget adjustment process, Council has the ability to approve one-time adjustments to the approved 2019-2022 Capital budget as required.

These one-time adjustments are usually related to the approval of large transformational projects that are dependent on final approval of funding from other orders of government, and therefore can’t be aligned with the regular budget process.
