The Supplier Performance Program has an appeal process if a Supplier disagrees with a Performance Evaluation (interim or final) or a Supplier or Bidder disagrees with the reasons given by the City for a Probation or Suspension status or the terms of a Probation or Suspension.

Appeals of Performance Evaluation (Interim or Final)

A Supplier may file an appeal of a Performance Evaluation (interim or final). 

The Supplier must fill out the Performance Evaluation Appeal Form (Part 1) and submit it in person to the Corporate Procurement & Supply Services Branch (CPSS) office located on the 4th floor, Century Place, 9803 – 102 A Avenue, Edmonton, Alberta, along with

  1. the non-refundable $2,500 filing fee and
  2. a copy of the Report Card or detailed Performance Evaluation being appealed, within 7 calendar days after the deemed receipt the Report Card or detailed Performance Evaluation.

Note: the Report Card is deemed to have been received by the Supplier 10 calendar days following the date the City mailed it to the Supplier at its address for notices listed in the Contract. Deemed Receipt Blackout Dates - For the purposes of computing days with respect to deemed receipt of a Report Card or notice of Probation or Suspension, the followings period is considered a blackout and will not be included in the computation: December 20 up to and including January 5 of each year.

The submitted Appeal Form will be date and time stamped upon receipt by Corporate Procurement & Supply Services (CPSS). 

The non-refundable appeal fees may be paid using VISA, Mastercard or Debit only.

Appeals of a Probation or Suspension

The Supplier or Bidder (known as the Appellant) may file an appeal for the following reasons

  • The Appellant disagrees with the reasons given by the City for the Probation or Suspension status as being sufficient grounds for Probation or Suspension.
  • The Appellant disagrees with the terms of the Probation or Suspension (minimum duration, terms of the Probation or Suspension and/or re-instatement requirements).

The Appellant must fill out the Standing Appeal Form (Part 1) and submit it in person to the Corporate Procurement & Supply Services Branch (CPSS) located on the 4th floor, Century Place, 9803 – 102 A Avenue, Edmonton, Alberta, along with

  1. the non-refundable $2,500 filing fee and
  2. any supporting attachments, within 7 calendar days after the deemed receipt of the Probation or Suspension notification.

Note: the Probation or Suspension notification is deemed to have been received by the Supplier 10 calendar days following the date the City mailed it to the Supplier at its address for notices listed in the Contract. The supporting attachments should include all documentation for the appeal referee to review.
