Edmonton’s Zoning Bylaw requires landscaping for commercial, industrial and multi-family residential developments.

A landscape security is collected by the City to cover the cost of landscaping and ensures that landscaping is completed according to Section 55 and the approved development permit plans.

Securities are only required for major development permits (commercial, industrial, and multi-family residential), and are held until the Development Officer confirms that the required Landscaping has been maintained in a healthy condition for a minimum of 24 months.

Step 1: Submit Your Landscape Plan

Step 2: Install Approved Landscaping

Install the landscaping based on the approved landscape plan. If you experience unexpected installation issues, contact the City Landscape Team to confirm you meet the City’s requirements. Your approved landscape plan will need to be updated.

Step 3: Obtain Final Lot Grading Approval

Contact Lot Grading at 780-496-5576 or at lot.grading@edmonton.ca to obtain final lot grading approval.

Note: Landscape securities cannot be released unless lot grading is completed.

Step 4: Request Development Permit Inspection(s)

Request a landscape inspection once your site is fully installed. City Landscape Inspectors will confirm whether installed landscaping matches the approved landscape plan.

The required Landscape Security will be based on deficiencies identified at time of inspection.  Cost rates are determined by averages of past and present landscape procurements which use a competitive open tender process.  View the Current Landscape Security Cost Rates.

Step 5: Security Release

Maintain the site for two years to have your security released.

When reviewing the regulations in the Zoning Bylaw, you need to consider:

  • Section 55 - Landscape Requirements
  • Zone applied to your property
  • Overlays, special areas and applicable plans

Incentives to Retain Mature Trees

In 2016, the City introduced an incentive program promoting the retention of existing mature trees during construction. Any new development can receive credits towards their tree requirements for preserving mature trees.
