Occupancy Groups

Group A1 - Performing Arts

Group A, Division 1 — Production and Viewing of the Performing Arts

  • Movie theatres, cinemas
  • Theatres for live or multi-media performance, including experimental theatres. Use A2 for a drama teaching facility in a school, including public performances associated with the students' education program
  • Opera, symphony, performance halls
  • Television studios admitting a viewing audience
Group A2 - General Assembly

Group A, Division 2 — Not found elsewhere in Group A

  • Art galleries, museums, libraries
  • Auditoriums, gymnasiums, bowling alleys 
  • Daycare facilities, including facilities for a daycare program or pre-school program as defined in the Child Care Licensing Regulation of the Child Care Licensing Act
  • Schools, including a drama teaching facility in a school, including public performances associated with the students' education program
  • Colleges (non-residential), lecture halls
  • Places of worship: churches, mosques, synagogues, temples, etc. / Funeral Homes
  • Community halls, clubs (non-residential)
  • Restaurants, licensed beverage establishments, dance halls, nightclubs
  • Passenger stations and depots, exhibition halls (other than classified in Group E)
Group A3 - Arena-Type Facilities

Group A, Division 3 — Arena-Type Facilities

  • Arenas, rinks
  • Indoor swimming pools (with or without spectator seating)
Group A4 - Open Air-Type Facilities

Group A, Division 4 — Open Air-Type Facilities

  • Amusement park structures (not classified elsewhere)
  • Bleachers, grandstands, reviewing stands, stadiums
Group B1 - Detention

Group B, Division 1 — Detention

Contains persons who are restrained from or are incapable of evacuating to a safe location without the assistance of another person because of security measures not under their control.

  • Jails, penitentiaries, prisons
  • Psychiatric hospitals, care facilities (e.g. for persons with dementia) containing detention quarters
  • Police stations with detention quarters 
Group B2 - Treatment

Group B, Division 2 — Treatment

Contain provisions for treatment, and where overnight accommodation is available to facilitate the treatment. Treatment means the provision of medical or other health-related intervention to persons, where the administration or lack of administration of these interventions may render them incapable of evacuating to a safe location without the assistance of another person.

  • Hospitals, infirmaries
  • Psychiatric hospitals without detention quarters
  • Care facilities, hospices, nursing homes, all with treatment
  • Convalescent, recovery, rehabilitation, respite centres, all with treatment
Group B3 - Care

Group B, Division 3 — Care 

Where residents are provided services other than treatment by or through care facility management when required because of cognitive, physical or behavioural limitations. Assisted or supportive living facilities, all without treatment or detention quarters.

  • Care facilities, hospices, nursing homes,  all without treatment
  • Convalescent,  recovery, rehabilitation, respite centres, all without treatment
  • Group homes, children’s custodial homes, both without detention quarters
Group C - Residential

Group C — Residential

Contains sleeping accommodation for persons who are not receiving care or treatment and are not involuntarily detained.

  • Apartments
  • Stacked row houses, duplexes
  • Boarding houses, lodging houses
  • Hotels, motels
  • Residential clubs, residential colleges, and schools, dormitories
  • Convents, monasteries
  • Family day homes, group family child care homes as provided for in the Child Care Licensing Regulation under the Child Care Licensing Act
  • Convalescent and children’s custodial homes for up to 10 persons (3.1.2.5. and 9.10.2.2.)
  • Single detached houses, semi-detached houses, row houses, all with or without a secondary suite (9.10.15.)
Group D - Business and Personal Services

Group D — Business and Personal Services

Business or the rendering or receiving of professional or personal services.

  • Offices, banks, radio stations
  • Barber shops, hairdressing shops, beauty parlours
  • Medical offices, dental offices
  • Self-serve laundries, self-serve dry cleaners not using flammable or explosive solvents or cleaners
  • Police stations without detention quarters
  • Small tool and appliance rental and service establishments 
Group E - Mercantile

Group E — Mercantile

Displaying or selling of retail goods or merchandise.

  • Department stores, exhibition halls
  • Supermarkets, markets, stores, shops, retail 
Group F1 - High Hazard Industrial

Group F, Division 1 — High Hazard Industrial

Contains sufficient quantities of highly combustible and flammable or explosive materials which, because of their inherent characteristics, constitute a special fire hazard.

  • Distilleries
  • Spray painting operations
  • Waste paper processing plants
  • Dry cleaning plants using flammable or explosive solvents or cleaners
  • Paint, varnish, lacquer, pyroxylin product factories
  • Chemical manufacturing or processing plants
  • Flammable liquids or hazardous substances bulk plants and/or storage warehouses
  • Mills processing cereal, feed or flour grain elevators
  • Mattress factories
  • Rubber processing plants 
Group F2 - Medium Hazard Industrial

Group F, Division 2 — Medium Hazard Industrial

Contains combustible content greater than 50 kg/m2 or 1,200 MJ/m2 of floor area and not classified as a high-hazard industrial occupancy.

  • Warehouses, wholesale rooms, salesrooms, freight depots, storage rooms
  • Repair garages, service stations
  • Factories, workshops
  • Laboratories
  • Laundries and dry cleaning establishments not using flammable or explosive solvents or cleaners
  • Electrical substations
  • Television studios not admitting a viewing audience
  • Box factories, planing mills, woodworking factories
  • Helicopter landing areas on roofs, aircraft hangars
  • Cold storage plants, candy plants
  • Mattress factories 
Group F3 - Low Hazard Industrial

Group F, Division 3 — Low Hazard Industrial

Contains combustible content up to 50 kg/m2 or 1,200 MJ/m2  of floor area

  • Warehouses, salesrooms, sample display rooms, storage rooms
  • Storage garages, including open-air parking garages
  • Factories, workshops
  • Laboratories
  • Power plants without fuel-fired generation equipment
