Own a Piece of Edmonton History

We have received submissions for the purchase, restoration and potential development of 3 historically-designated houses along 112 Street in Oliver. Oliver is a mature neighbourhood, just west of downtown.

The properties include:

  • The John L. Lang Apartments at 9908-112 Street NW (Designation Bylaw 14663)
  • The Dame Eliza Chenier Residences at 9926-112 Street NW (Designation Bylaw 14664)
  • The Lester Allyn House at 9932-112 Street NW (Designation Bylaw 14665)

Once sales are finalized, qualified developers will rehabilitate the buildings while preserving them as legally-protected Municipal Historic Resources.

There is additional potential development on site, however the buildings must remain on the site in accordance with a site specific Direct Development Control Provision DC1 rezoning and the relevant Municipal Historic Resource Designation Bylaw.

Requirements

Proposals Should Include:

Please submit a complete proposal for each property you are interested in purchasing. 

  1. Acknowledgement of the involvement or assistance of any licensed real estate brokers if applicable.
  2. Price offered. Applicants should submit an offer price for each property they are submitting a proposal on.
  3. Applicant's proposed conditions and closing date.
  4. A detailed schedule of the proposed rehabilitation and/or development, including proposed commencement and completion dates.
  5. Development description. Should include at minimum:
     
    • The intended use of the rehabilitation and/or development as it complies with the general purposes of the future DC1 rezoning as well as the heritage designation standards. How the rehabilitation and/or development will comply with the Municipal Historic Resource Designation requirements and the rehabilitation of the historic resources.
    • How the architectural and landscape features of the rehabilitation and/or development will integrate with the immediate area.
    • How the proposed rehabilitation and/or development contributes to the success of the Oliver area
Applicant Qualification

Please provide the following:

  • Comprehensive list of all consultants, contractors, architects, and the like to be involved in the project.
  • Descriptions of previously completed heritage projects demonstrating experience in both rehabilitating and operating.
    (Please indicate whether these developments are within Edmonton or other municipalities).
  • Descriptions of non-heritage projects recently completed, or undergoing construction. Please indicate whether these developments are within Edmonton or other municipalities. 
Evaluation

All proposals will be evaluated using the criteria listed below, which are listed in order of importance:

Heritage:

  • Incorporation of identified character defining elements
  • Previous historical development rehabilitation expertise
  • Applicants knowledge of the structures and historical requirements

Planning and Urban Design:

  • Built form
  • Access to public realm
  • Uses/accessibility for all potential users
  • Creativity

Community Standards and Neighbourhoods:

  • How will the development contribute to the economic viability of Oliver and the Downtown BIA?
  • How will the development provide opportunity for small business and entrepreneurs?
  • How will the development support the Oliver community and the Downtown BIA?

Real Estate:

  • Price
  • Transaction terms

Cost of Submission of Proposals

The preparation and submission of, and all discussions or other proceedings relating to, a submission will be conducted at the sole cost of the applicant. The City will not be responsible for any costs incurred by an applicant in the preparation or submission, including any costs incurred by the applicant to attend meetings or make presentations relating to its submission, or in any participation of the applicant in negotiations or finalization of the Sale Agreement and Affordable Housing Agreement or Lease, as applicable.

Reservation of Rights

The City reserves the right, in its sole discretion, to exercise any or all of the following rights, to:

  • Accept, reject or further negotiate with any or all applicants
  • Amend the scope of the project, modify, cancel or suspend this listing at any time, for any reason
  • Re-advertise for new response or enter into negotiations for the property, the project or for a project of a similar nature;
  • Extend, from time to time, any date, time period, or deadline provided for in this listing, upon written notice to all affected applicants
  • Not enter into a Sale Agreement or Lease with any applicant

No Liability

By submitting, the applicant specifically agrees that it will have absolutely no claim against the City or any of its employees, advisors or representatives for anything resulting from the exercise of any or all of the rights set out in this listing. Without limiting the generality of the foregoing, the applicant agrees that in no event will the City, or any of its employees, agents, advisors or representatives, be liable, under any circumstances, for any claim, or to reimburse or compensate the applicant in any manner whatsoever, including, without limitation for the costs of preparation of the submission, loss of anticipated profits, loss of opportunity or any other matter.

This listing is only intended to solicit interest and information from potential buyers or tenants, and does not create any legally binding arrangement with the City. This listing is governed by the law applicable to direct commercial negotiations and therefore this listing will not give rise to any Contract A based tendering law duties or any other legal obligations arising out of any process contract or collateral contract. Neither the applicant or the City has, or will have, the right to make a claim of any kind, whatsoever, against the other, with respect to the award of a contract, the failure to award a contract, or the failure to honour a response to this listing.

All costs associated with the development / redevelopment of these properties including but not limited to roadway modifications, upgrading, modification/relocation of existing services, required by any new development / redevelopment  will be borne by the Buyer.

These properties are being sold on a strictly "as is", "where is basis". Any representations or information regarding the size, configuration, dimensions, zoning, utility services, environmental quality/liability, soil conditions or developability with respect to the property are taken and relied upon at the Buyers sole risk; the Buyer has an obligation to ascertain the accuracy of all such information.

Are there grants available for these properties?

Yes.

Rehabilitation Grant

The Heritage Conservation unit provides a rehabilitation grant of up to 50% of eligible costs to a maximum of $75,000 in matching grants. In order to maximize the $75,000 grant, an owner would have to undertake a minimum of $150,000 in eligible rehabilitation work.

It is highly recommended that owners email the Heritage Conservation Unit prior to any rehabilitation work being undertaken.

As designated Municipal Historic Resources, the Oliver Heritage Buildings are legally protected from demolition or inappropriate alteration. Owners are required to undertake the proper rehabilitation of the buildings, in accordance with the applicable Designation Bylaw and the Standards and Guidelines for the Conservation of Historic Places in Canada, and to the satisfaction of the Heritage Conservation Unit.


Maintenance Grants

After the initial rehabilitation work is completed, an owner is eligible to access maintenance grants from the City on a 5-year cycle. These grants address the maintenance of the identified historic elements of the building, and are up to 1/3 of eligible costs, to a maximum of $10,000 in matching grants.
