Average utility costs vary significantly according to the nature of the business or industry and are billed based on a combination of consumption and fixed costs. Utility costs are often negotiated on an individual contract basis with the service provider.

2010 Residential Property Tax and Utility Charges Survey illustrates that Edmonton is near the median in relationship to residential utility rates – and Edmonton is highly competitive compared to other North American urban centres in relation to gas utility costs. (KPMG Competitive Alternatives 2012)

While electricity costs are higher than many locations, this is offset by some of the lowest property taxes in North America.

Water Rates

EPCOR’s rates for potable water are set for five-year periods (the next renewal date is in 2017). Rates are set under a Performance-Based Regulation based on EPCOR’s performance. Increases are typically limited to less than inflation.

As of July 2013, commercial rates range from $0.07812/m3 to $1.329/m3.

Electricity Rates

EPCOR offers the Regulated Rate Option (RRO) to residential and small commercial customers who choose not to select a commercial arrangement. The rate is based on market forces such as supply and demand, and differs from month to month. 

Over the past three years this has averaged about $0.08 per kilowatt hour.

For larger customers that use more than 250,000 kWh/year, EPCOR provides default supply electricity service – with the rate based primarily on the electricity pool price. The actual market price of electricity varies from hour to hour depending on weather, time of day and demand for electricity.

Natural Gas

Current regulated natural gas rates form commercial customers range from approximately $2.954/GJ to $4.188/GJ depending on volume, supplier and location.
