You will need a building permit if you are constructing, altering or demolishing a building or other structure.

A building permit is different from a development permit. A building permit deals specifically with the construction or demolition of a building(s) whereas a development permit deals with the development of a parcel of land.

A building permit is written approval from the City that the proposed plans for a building or structure meet the Edmonton Zoning Bylaw requirements as well as the regulations of the Alberta Building Code and Safety Codes Act. These codes set standards for the design and construction of buildings to meet objectives such as health, safety, fire protection and accessibility.

Building permit and other commercial permit applications are submitted online through the City’s online services. Applications can be made by a private individual or by a consultant on behalf of a landowner.

Building Permit Approval Process

  • The applicant determines if a development permit is required.
    • Please note, the majority of building permit applications require a development permit to be approved by the City prior to a building permit being issued.
  • The applicant submits a building permit application. Included in the application are detailed construction drawings and all applicable fees.
  • Where the detailed construction drawings indicate a building code infraction, or lack sufficient detail or information, the Plans Examiner will issue a Plans Examination Report to the applicant noting the infraction or requesting more information. A building permit will not be issued unless all issues noted in the report are addressed.
  • A building permit is issued with or without conditions where the detailed construction drawings meet code requirements. Conditions will be noted on the plans or permit.
  • A building inspector visits the building site at various stages of construction to inspect the building for compliance with the approved building permit.

Application Fees

Building permit fees are based on the size of the project or by its construction value.

Other fees:

  • A water charge may be applied to cover the cost of un-metered water use during construction.
  • Safety code fees are added to every building, mechanical or electrical permit issued.
