Funding for revitalizing and reinvesting in Edmonton’s main street commercial areas.

Program Update

The Development Incentive Program encourages property owners in Business Improvement Areas or other Council-approved areas to invest in vacant or underutilized ground-floor commercial units, and higher density residential and/or commercial development. The program provides grants to cover a portion of building or renovation costs. Please note that any projects that have started construction prior to being approved for the Development Incentive Program are not eligible for grant funding.

Benefits of the program could include tenant and customer attraction, additional rental income, revitalization of main street areas with more places to live and shop, and enhanced property values.

Interior Building Improvement Grant

The Interior Building Improvement grant is a reimbursement grant of up to 50% of construction costs for interior improvements to a maximum amount of $20,000 per titled lot.

Eligible spaces must have a commercial unit facing the street that has:

  • Been vacant for at least six months immediately prior to application to the program; or
  • Has seen a high level of turnover within the last three years (three business licenses issued to the same address within the three years immediately prior to application to the program)

This program is now open for applications. Applications will be accepted until all funding for this year is allocated.

Please note that applications are accepted until all annual funding is allocated. We strongly encourage you to apply early.

Multi-Unit Residential Development

New mixed-use, market housing* buildings constructed within a Business Improvement Area or other Council-approved area may be eligible for a reimbursement grant of $10,000 per new market-rate dwelling to a maximum of 20 new dwellings.

The next application periods are:

  • October 1-31, 2019
  • May 1-30, 2019

Applications submitted outside of these application periods will not be accepted. Please note that application periods may be cancelled if all funding is allocated during a prior application period. We strongly encourage you to apply early.

*Market housing is housing that is produced with no direct capital and/or operating subsidies from any order of government.

New Commercial Development Grant

New commercial buildings of at least two stories that are constructed within a Business Improvement Area or other Council-approved area may be eligible for a reimbursement grant equal to 10% of the total construction value to a maximum of $100,000. The building must have a minimum construction value of $250,000.

The next application periods are:

  • October 1-31, 2019
  • May 1-30, 2019

Applications submitted outside of these application periods will not be accepted. Please note that application periods may be cancelled if all funding is allocated during a prior application period. We strongly encourage you to apply early.
