Seasonal Parking Ban Notice
When a seasonal parking ban is declared it remains in effect until it is lifted. Vehicles parked after plowing but before the ban is lifted are still subject to be ticketed and towed. Bus route plowing is a 24 hour a day operation.
- Bus route plowing is a faster moving operation that requires an immediate parking ban to allow for crews to complete the entire city in a few days.
- Bus route plowing does not appear on the map or schedule because of the immediate reaction time, the speed of the operation, and the potential for repetitive plowing cycles.
- When conditions and accumulation of snow require it, the City will declare a seasonal parking ban on bus routes.
- By eliminating parking on bus routes just prior to and/or during significant snow events, crews can effectively plow the roads to maintain maximum lane width and ensure that traffic – including buses and emergency responders – will be able to move safely and efficiently.
- The ban can be declared any time over the winter season with a minimum of 8 hours notice.
- Once the ban has been declared, vehicle owners who do not comply with the parking ban can be ticketed and towed.
- Seasonal parking bans only apply to bus routes.

Where are the Seasonal Parking Bans?
- You will see a seasonal parking ban sign on bus routes.
- When a parking ban is declared, no parking is permitted on signed routes until the ban is lifted.

Snow Plowing/Blading Priority System
- Freeways, arterial roads, business districts and bus lanes
- Collector/bus routes, Transit Park & Ride access roads
- Local industrial roadways
- Residential streets and alleys (blading to level snow pack)
Snow and Ice Control Methods
Roadway Sanding
The initial response to a snowfall is to apply abrasives, like street sand, rock chips, de-icers, to provide traction. There are 130 sanding trucks and 20 sidewalk plows that operate 24 hours a day, 7 days a week, from October to April.
Roadway Plowing
Snow plowing begins on the main roads when 3cm of snow has accumulated on the roadway and the weather forecast calls for continued snowfall. This plowing program is a 24 hour a day operation.
Neighbourhood Blading
During major snow events, a city-wide neighbourhood program will start (including alleys) after the Arterial and Collector road network has been plowed and considered to be in safe condition. Neighbourhood roads will be bladed to a 5cm snow pack condition (not down to asphalt). This blading program is a 24 hour a day operation.
Windrows
Windrows are piles of snow on the side of a road that are created by plowing or blading. When 30cm or less is blocking driveways they are the responsibility of the adjacent property owner, if they are more than 30cm the City will clear them. Windrows won’t be hauled away in residential areas. Residents are encouraged to park their vehicles on driveways, parking pads, or in garages to reduce the loss of on-street parking.
Snow Removal
Snow is removed from arterial roadways and bus routes when the driving width or parking area restricts safe movement. Snow will be removed from business districts as required. Crews also clear snow from bridge walkways, stairways, bus stops, fire hydrants, curb ramps and crosswalks.

Snow Fencing
Snow fencing prevents blowing snow from becoming a problem on roadways. The City fences snow along certain roads as part of the Winter Road Maintenance program.
Sidewalks
The City clears snow around the clock from sidewalks adjacent to city owned land within 48 hours to meet the requirement of Community Standards Bylaw #14600. It is the property owner’s responsibility to do the same at sidewalks adjacent to their property.
Winter Driving Tips
Drivers are reminded that although roads are plowed and sanded, driving to the current road conditions is their responsibility.
- Please allow for extra time to arrive at your destination.
- Leave sufficient room between yourself and the vehicle in front of you for braking.
- Watch for windrows.
- Careful when approaching slow moving plowing equipment.
- Give wide berth to sanding and plowing equipment.
- It is dangerous to attempt to pass a sander from the rear.
- Stay 8 meters behind sanding trucks.
