What is a Residential Parking Permit program?

The Residential Parking Permit program began in 1978 and was developed to manage the availability of parking in specific residential areas. 
Guidelines for implementing a Residential Parking program were approved by City Council and explain the program details.

The program areas were applied due to increased visitor demand for on-street parking in residential neighbourhoods as a result of several urban growth factors. These factors may include the expansion of adjacent commercial, recreational, institutional and educational facilities.

Applying the program is one way to protect a community from visitors flooding into the area and creating parking problems. It is not intended to be used to eliminate non-resident or public parking and it does not guarantee residents an on-street parking space.

To qualify for the program, an area must be a minimum of ten square blocks. This requirement is in place so that the influx of non-resident parking does not shift to the adjacent roadways.

Parking Permits are issued to those vehicles that are registered to the resident's address within a program area. Residents must obtain a residential parking permit annually and ensure that it is displayed properly in their vehicle.

Visitors of residents within a program area are required to follow all on-street parking regulations. They are not exempt from the designated parking restrictions when visiting a resident in a program area.

All Residential Parking Program area residents are eligible, under certain guidelines, for temporary permits. Allowances are made for renovations, out of town guests, seniors, disabled persons and one time social events like weddings or barbecues.
