July 16, 2014 City Council Meeting on Public Engagement
On July 16, City Council discussed the Valley Line LRT public engagement plan, which describes how the City of Edmonton will engage and communicate with the public about the project going forward.
On June 19, the LRT Governance Board recommended that City Council receive the public engagement plan for information. City Council reviewed the plan to decide how to proceed at the July 16 meeting.

LRT Governance Board Meeting: June 19, 2014
On June 19 the LRT Governance Board will discuss the Valley Line LRT public engagement plan, which describes how the City of Edmonton will engage and communicate with the public about the project going forward.
If the public engagement plan is approved by the LRT Governance Board, it will be sent to City Council for information purposes on July 16, 2014.

Final Funding Arrives for Valley Line LRT. Next Stop: Procurement
South Campus LRT station: May 26, 2014.
Federal MP Rona Ambrose, Provincial MLA Wayne Drysdale, and Mayor Don Iveson jointly announced today that all funding for the Valley Line is now in place, and the $1.8 billion project is now ready to proceed to procurement.

City Council Approves Valley Line Funding
At its April 15, 2014 meeting, Council approved the following motions:
- That the revised Valley Line LRT (South East to West) Capital profile set out in Attachment 1 of the April 15, 2014, Financial Services report CR_1170, be approved.
- That the revised Metro Line LRT (Downtown to NAIT) Capital profile set out in attachment 2 of the April 15, 2014, Financial Services report CR_1170, be approved.
- That on behalf of City Council, Mayor D. Iveson write a letter to the Province requesting $60 million in GreenTRIP funding not required for the Metro Line be applied to offset an equivalent portion of the $200 million provincial loan for the Valley Line LRT.
- That Administration initiate procurement of the Valley Line LRT Stage 1 contract by releasing the Request for Qualification and subsequently the Request for Proposals.
With these motions, the Valley Line LRT project will now officially begin the procurement phase of the project.
We will be updating the website over the next week with further information about the procurement process and upcoming public engagement.
Council’s Transportation Committee Motions on P3 and Public Engagement
At the March 19, 2014 Transportation Committee meeting, the following three-part motion was made:
- That Administration provide a report regarding the Valley Line Stage 1 LRT project detailing how the City’s and public’s interests will be protected during the P3 process.
Due Date: May 7, 2014 Transportation Committee. - That Administration provide a report regarding the interface between the City and the P3 operations and what portion of the LRT line operation will remain under the City’s oversight and control including labour relations.
Due Date: May 7, 2014 Transportation Committee. - That Transportation Committee recommend to next City Council meeting that:
- Administration develop a public engagement plan that describes how the public, including the LRT citizen working group, will be involved in the procurement and construction phases of the Valley LRT Line;
- Implement that public engagement plan; and
- Provide a report through the LRT Governance Board to City Council.
LRT Design & Construction and the Office of Public Engagement will work together to deliver on these motions. Stay tuned for information on how you can be involved in the next steps of this exciting project.
Where We Are
The project is currently in the preliminary design phase. During this phase, the City will conduct a more detailed analysis of how the LRT will operate, as well as how the system will integrate into the existing and planned transportation network and adjacent communities. This phase is expected to be completed by the end of 2013.
City Council has approved a funding strategy for the Valley Line, starting with the $1.8 billion Mill Woods to Centre West leg. The financing plan depends on cost sharing with the governments of Canada and Alberta. If the remaining funding for this stage is secured by Spring 2014, the line could see construction begin as early as 2016 and be open to the public by 2020.

The Preliminary Design phase builds on the approved Concept Plans by conducting more detailed analysis of how the new low-floor urban LRT will operate, as well as how the system will integrate into the existing and planned (future) transportation network and adjacent communities.

New Naming On The Valley Line LRT
The City of Edmonton Naming Committee has researched and selected LRT Stop, LRT Station, bridge, and facility names for the Southeast portion of the Valley Line LRT. Visit the Naming Committee's website for more information on the Committee's process, or to ask questions.
The Stops, Stations, bridges and facilities on the West portion of the Valley Line LRT will not be given official names until funding is in place and a construction timeline is known.
March 14, 2013 - Valley Line (SE to West LRT) Funding Announcement
Government of Canada announces a $250 million investment from the P3 Canada Fund to support construction of the Valley Line.
February 20, 2013 - City Council Approved LRT River Bridge & Funding for P3 Advisory Services
City Council has approved the architectural concept for a new bridge that will take the future Valley Line (SE to West LRT) across the North Saskatchewan River into downtown Edmonton. Public input, technical feasibility, and cost were factors in the selection of this bridge concept.
Additionally, Council has approved $60 million in funding for P3 Advisory Services and the Owner’s Engineer for the P3 procurement phase, and for advancing utility relocations and building demolitions for the Valley Line.
While there is no official timeline for construction of the first stage of the Valley Line (Mill Woods to Downtown), if the remaining funding for this stage is secured by Spring 2014, the line could see construction begin as early as 2016.

The Preliminary Design phase of the Valley Line LRT involved stakeholders and interested members of the public. Based on the diverse and unique needs of the project it was divided into six consultation areas.

Developing the look, feel and integration of LRT in your community.
The focus of the Area Meetings in Stage 3 was to present preliminary designs of stop/station elements for each area, proposed changes to roadways and related concepts for connectivity and pedestrian/cyclist access. Participants had opportunities to be involved by attending the meeting in their area or by participating online.

Stage 2: March – April 2012
Sharing information from previous stages of the project and kicking off the Public Involvement Process.
Stage 2 of public consultation for the SE to West LRT was conducted through Community Conversations in six consultation areas along all 27 km of the line. Each meeting included a presentation and small group discussion of how the LRT could integrate with communities.
Stage 1: November 2011 – February 2012
Developing the Public Involvement Process - to determine how and when to engage Edmontonians.
Stage 1 focused on developing the Public Involvement Plan that guides all Public Involvement activities throughout the project. The Plan is based on input and information from the Concept Planning Phase, as well as new information gathered through interviews with key stakeholders and an online survey.
