Strategic Direction

  • In 2006, the City recognized that, despite the efforts of the CO2RE program, and support from citizens of Edmonton, greenhouse gas emission will not meet the goal, adopted by City Council in 2002, of a 6% reduction from 1990 levels by 2010 and 20% by 2020.
  • Because of this, a Strategic Review of CO2RE was conducted in early 2007. The review included representatives from local business, other orders of government, school boards, post secondary institutions, not-for-profit environmental organizations, Environmental Advisory Committee members and representatives of numerous City departments.
  • The results of the review suggested a three-year program be adopted to allow CO2RE to significantly increase the number of actions it can take, including:
    1. Building on existing residential programs and launching commercial/institutional and industrial programs;
    2. A combination of education, incentives and regulation;
    3. Collective effort by all City departments, other orders of government, business, industry and citizens; and 
    4. The City becoming a bolder leader in its policies, planning, programs, advocacy and its own operations.

Recommendations one and two were included in a three-year CO2RE Implementation Plan (2008-2010).

The annual budget required to deliver the first year (2008) of the renewed CO2RE Strategy was approved by Council. However, since that time CO2RE funding has remained at 2008 levels, slowing the rate at which the recommendations can be implemented.

Currently CO2RE stays focused on building on the success of existing residential programs and introducing new commercial sector programs and services.

In 2010, expanded school programs, commercial sector pilot projects and the introduction of new energy efficiency incentive programs are anticipated.
