Culvert Crossing Guidelines

A landowner proposing to install private access across a road ditch is required to obtain approval of a culvert plan in support of a crossing permit application.

The process involves the following steps:

  1. Obtain approval of the proposed private access from the Development Review Services of Transportation Planning.
  2. Obtain approval of a complete Culvert Plan from the Growth and Land Development Subsection of Drainage Planning.
  3. Apply for a Crossing Permit with the Development Permits Subsection of Development Compliance.

To satisfy Step 2, the applicant must submit a complete Culvert Plan showing the following:

  1. Applicant's name, phone/fax nos., mailing and/or email addresses.
  2. Subject property's legal description, address, lot plan and north arrow.
  3. Street/Avenue and road ditch information.
  4. Size of existing culvert upstream of the proposed culvert.
  5. Proposed culvert information:
    • Size: 400 mm or larger as required hydraulically and confirmed by the applicant/consultant who is responsible for sizing the culvert
    • Length: Include the bevel ends with a maximum 3H:1V side slope
    • Material: Galvanized CMP or concrete
    • Ends Treatment: According to Detail No. 7062, Design & Construction Standards, Volume 3. Rock riprap with filter fabric underneath may be considered
    • Location: Bottom of the ditch with 2 perpendicular ties from property lines
    • Groundcover: Preferably 600 mm subject to the applicant/consultant’s confirmation of adequacy for the culvert to withstand anticipated traffic loads at the private access
