Garage and Garden Suite Buildability

Based on a motion passed at the December 7, 2015, Executive Committee meeting (item 3.4), administration is exploring changes to Zoning Bylaw 12800 to help address challenges experienced when building garage and garden suites.

Project Stage


A report is targeted to go to the Urban Planning Committee on September 14, 2016. At this time, there is no date set for amendments to go to City Council Public Hearing.

What's Changing?

Administration will provide Council with information about:

  • the regulatory and other barriers to building garage and garden suites
  • the application and approval process, and associated challenges
  • possible approaches and changes to regulations to improve buildability and overall design of garage and garden suites.  

This will include looking at the height of flat-roof versus sloped-roof suites, exterior architectural treatments to deal with large, blank walls, and the relationship of the floor area ratio to the principal residence.

Public Consultation

The City of Edmonton is committed to citizen engagement. Administration conducted initial stakeholder consultation throughout March 2016. The results of this engagement were summarized in the Garage and Garden Suite Buildability What We Heard Report

A Garage and Garden Suite Buildability Engagement Session was held on June 8, 2016 at the Commonwealth Community Recreation Centre. The engagement session outlined key themes that Administration heard from previous public consultations.

Presentation boards provided explanations of the amendments being considered.

Current regulations

Garage and Garden Suites must comply with the regulations in Section 87 of the Zoning Bylaw and the Zone in which the subject property is located. For properties within the Mature Neighbourhood Overlay, Garage and Garden Suites must also comply with Section 814. Parking regulations can be found in Section 54.2, Schedule 1.
