Aster Neighbourhood Structure Plan

Overview

The City of Edmonton has received a proposal for the development of land in the city’s southeast, identified by the Municipal Development Plan, The Way We Grow, as a Planned Neighbourhood.

The proposed Aster Neighbourhood Structure Plan (NSP) encompasses 204 hectares and establishes a framework for land use planning in this area. It is the fifth and last neighbourhood proposed for development in The Meadows area.

This area was planned for development under The Meadows Area Structure Plan (ASP) in 2004.

The proposed Aster neighbourhood is bounded by 23 Avenue NW to the north, Anthony Henday Drive to the east and south, and 17 Street NW to the west.

Next Steps Timeline

The NSP, an associated amendment to The Meadows ASP, and an administrative amendment to the North Saskatchewan River Valley Area Redevelopment Plan (NSRV ARP) for Mill Creek received first and second readings at Council on October 19, 2015.

The proposed NSP, staff report, and bylaw documents are available from the October 19 meeting agenda.

The NSP was referred to the Capital Region Board for review, and was approved.

The NSP received third reading at Council on January 26, 2016. Applications for rezoning and subdivision may now begin.

Open House Update

An Open House was held on the evening of February 19, 2015, at the Meadows Recreation Centre. Display boards and informational materials were made available to the public to learn more about the proposed Aster NSP, and the planning process.

City staff, along with the plan's proponents, and the consultants preparing the NSP, were at the open house and answered questions from the public. Twenty-nine people attended the open house, with one questionnaire and nine sign-in sheets returned.

Purpose

The proposed Aster NSP establishes a planning framework under The Meadows area, with a general sequence for development.

It outlines the proposed population densities of residential development and type of housing, as well as the location of arterial and collector roads, parks, utilities, and potential school sites. The proposal considers the unique landscape and environmental features, as well as opportunities and constraints for development of this area.

When fully developed, the Aster neighbourhood will have a population of approximately 9,000 people.

Key features of the plan include:

  • Protecting and preserving Mill Creek and significant ecological connections in the area;
  • Locating public open space, schools and parks to ensure maximum access for residents;
  • Diverse housing options for a variety of needs and lifestyles;
  • Opportunity for mixed-use commercial-residential development;
  • Opportunities for neighbourhood commercial uses and services.

If approved, development in Aster is expected to commence in 2016, and at current housing market absorption rates to be built out in 10 years.
