The redevelopment of The Quarters Downtown is guided by the following Council-approved documents. These documents outline the Vision for the neighbourhood, the zoning in place in the Quarters, and information about the Community Revitalization Levy which is funding a large portion of the redevelopment.
Plans and Bylaws
Quarters Rezoning Bylaw
The Quarters Rezoning Bylaw (Bylaw 15039) was adopted on April 15, 2009. Current Zoning information (as amended) is available at the list of Direct Control Development Provision (DC1) areas, listed under "The Quarters".
Districts
Five distinct districts make up The Quarters Downtown, each having their own unique character and design.
The Quarters Urban Design Plan provides direction on urban form, height and floor area ratios, streetscapes, parks, pedestrian walkways, uses, building footprints, setbacks, massing, scale, and architectural focus points. Information is also provided on streets, parks and plazas.
Quarters Area Redevelopment Plan
The Quarters Area Redevelopment Plan (ARP) provides a planning framework to guide development and revitalization in The Quarters consistent with the Council-approved vision and guiding principles. It provides policy and objectives for The Quarters in the following areas: transportation and parking, parks and open space, access, circulation and parking, development concept and implementation.
Quarters Statutory Plan OverlayThe Quarters Statutory Plan Overlay (Bylaw 15038) includes common regulations for a number of Direct Control Provisions within the Quarters Area.
Boyle/McCauley Area Redevelopment Plan AmendmentAdopting the Quarters Area Redevelopment Plan required several amendments to the Boyle Street/McCauley Area Redevelopment Plan (Bylaw 14982).
Community Revitalization Levy
A community revitalization levy (CRL) is a way municipalities can dedicate future property tax revenue in a specific area to pay for a new public facility or new infrastructure in that area.
In this way, the general property taxes in the rest of the city do not pay for the new public facility or infrastructure.
A CRL can be used to fund public projects designed to encourage new development and revitalize a specific part of the city. A new public project would encourage private sector investment that otherwise would not occur. The resulting new development generates tax revenue that would not otherwise occur, and raises property value within the area.

New City Park Open House
An Open House was held on December 3, 2012 to share information about a new park proposed as part of The Armature on the east side of 96 Street, north of 102A Avenue.Chinatown Community Workshop
