Jasper Place ARP

The Jasper Place ARP is a planning document approved by City Council on August 24, 2015, which will help guide growth and change over the next 15 to 20 years in the neighbourhoods of:

These four neighbourhoods are bounded by 149 Street to the east, 170 Street to the west, 107 Ave to the North and 95 Ave to the south. The Stony Plain Road commercial corridor runs through the centre of Jasper Place and intersects all four neighbourhoods.

Plan Purpose

The Jasper Place ARP is a forward-looking document that provides a clear vision to help shape change and growth over the next 15 to 20 years. It builds on the existing visioning work done through the Revitalization Strategy and creates a local approach for implementing the City's key priorities.

Creating the plan was a two-and-a-half-year endeavour which involved carefully balancing:

The final product is a vision that helps give Council and Administration clear direction when making decisions on future land use and City investment in the Jasper Place area. The ARP also provides current and future residents, businesses, and landowners clarity about what types of change and investments may be expected for their neighbourhoods.

Guiding Principles

Developed in consultation with community members, the following Guiding Principles provide the foundation for the plan:

  • Housing choices promote vibrant and diverse communities that provide housing opportunities for all individuals and families
  • A mix of uses are provided near transit, and these buildings are scaled to transition into the neighbourhoods
  • Neighbourhood character is enhanced through high quality development that responds to the local context
  • Buildings and open spaces are designed to promote and improve safety
  • Stony Plain Road is a vibrant, well-used shopping street with a mix of businesses to serve the local communities
  • Jasper Place is safe and easy to get around, walkability is supported and parking is proactively managed
  • Parks and open spaces meet the needs of residents, contribute to the sense of community and enhance neighbourhood character
  • Adequate servicing infrastructure is provided to accommodate the cumulative outcomes of redevelopment

Plan Structure

The Plan’s policies are divided into two main sections:

Land Use

The plan’s land use policies set out what types of buildings are supported in different areas of Jasper Place. They will be implemented as property owners come forward with rezoning and development applications.

The ARP also highlights Development Incentive programs that the City provides to property owners along the Stony Plain Road Corridor.

Civic Infrastructure

Civic investment in key community amenities like parks, transportation and utilities will take place according to available funding and Council priorities. Funding requests for these future amenities will be incorporated into existing City programs, such as the Valley Line LRT, Neighbourhood Renewal, the Open Space Master Plan and ongoing utility upgrades. Jasper Place has been identified for three LRT stops and a redesigned transit centre as part of the Valley Line LRT expansion.
