Forest Heights Rezoning Proposal

The Proposal

An application has been made to rezone the property at 7730 - 101 Avenue NW. The proposed zone is DC2 (Site Specific Development Control Provision); a zone that allows for a high degree of control over the development.

DC2 zones are used when a proposed development cannot be accommodated under any existing standard zone, or where special development regulations are desired.

This rezoning proposes a development with a maximum of 300 residential units, in a complex consisting of a 6-storey and a 19-storey residential building, with small-format local commercial. Up to 70 of the units could be assisted living or supportive care units for seniors.

All required parking would be required to be provided on-site, and underground. There will be 343 parking stalls required to accommodate residents, visitors, and any possible staff associated with assisted living services.

Small commercial spaces may be provided, suitable for cafes, hairdressers, and other small service shops. Read more about the specifics of the proposed zone, including architectural drawings of the proposed site layout.

Current Zoning

The site is presently zoned DC2. This zone permits a residential development of up to 132 residential units, with underground parking.

No development has yet taken place under this permission. This zoning was approved in 2011, as DC2.807.

Public Consultation

Open House update

An open house was held the evening of Wednesday, March 9, 2016, at the First Filipino Alliance church. This was an opportunity for residents to view the proposal, speak with the applicants and City staff, and provide feedback.

There were 170 people counted in attendance through the evening, with 110 sign-in sheets filled out, 98 feedback forms completed, and dozens of suggestions and comments provided on the sticky-note board.

The open house was advertised through mail to property owners near the site, through the City's social media channels, on the City's Public Engagement Calendar and through a Public Service Announcement.

The open house was also advertised in the Edmonton Examiner, and the community league also notified residents through their newsletters and social media.

We continue to welcome feedback on the proposed rezoning at any time.

Other public consultation

The applicant for the proposed rezoning carried out a pre-application notification, consisting of mailed letters to property owners in the vicinity, in September 2012. The City mailed out advance notice letters to surrounding property owners shortly after the original application was received, in December 2012.

Since then, ongoing discussion between the applicant and the City has resulted in changes to the design and regulation for the proposed development. As such, the City mailed out a new notice letter to surrounding property owners on January 27, 2016.

The applicant and the Forest/Terrace Heights Community League have hosted their own sessions on the proposed development, and on residential infill. These are independent of the City’s formal consultation process for land development applications.

Site

The development on the site currently is the Patricia Motel, and several residential properties to the rear (north) of the motel. This aerial image shows the location, outlined in blue.

Process and Timeline

The present zoning for the site was approved in October 2011. The current application was received in November 2012, and was circulated for review among City departments and utility agencies.

Feedback and technical requirements identified from these departments and agencies was provided to the applicant in order to revise the application.

Since then, the City has been working with the applicant to ensure revisions are made and reflect technical requirements, including the provision of supporting reports on traffic and parking.

The revised application has been reviewed by City departments and utility agencies. Responses from technical reviewers and from the public are being considered by the applicant.
