The City of Edmonton is working with Edmontonians to create a lively, year-round gathering place in the Civic Precinct – Sir Winston Churchill Square, City Hall Plaza, Centennial Plaza and the public spaces connecting these areas.  The Civic Precinct Master Plan will maximize the opportunity to create a vibrant, year round, people-friendly space. It will build on the success of attracting over one million people annually to Sir Winston Churchill Square.

With the permanent closure of 102A Avenue between 99 Street and 100 Street, the development of the downtown LRT, and multiple projects revitalizing the area around City Hall, the time is right to look ahead and create a master plan that will  guide and focus decisions that impact this area.

It is anticipated the Civic Precinct Master Plan will identify opportunities to:

  • Integrate future and existing gathering spaces into a lively, year-round destination
  • Create better connections with the rest of downtown and Edmonton’s river valley
  • Address underused public areas such as Centennial Plaza south of the Stanley A. Milner Library
  • Create a successful public space through a long term governance model to oversee the management and operation of Sir Winston Churchill Square
  • Integrate the closed section 102A Avenue (between 99 – 100 St.) with Sir Winston Churchill Square and City Hall Plaza.

The Civic Precinct Master Plan will advance the Capital City Downtown Plan goal of a vibrant, sustainable, well-designed and accessible downtown that attracts people and investment. It also advances the City's 10-year goal of improving Edmonton's Livability and of transforming Edmonton’s urban form.
