Working Relationship Agreement

The Working Relationship Agreement (WRA) is an agreed upon set of principles to guide the behaviours of management and union representatives throughout the organization. It was designed to enhance workplace relationships by building trust.  This “guide for behaviour” should be demonstrated in the way problems are resolved in the workplace, the way union-management committees address issues, the way grievances are handled, and the way collective bargaining is conducted.

The Agreement encourages a collaborative, interest-based approach for dealing with problems in the workplace, an approach that:

  • Identifies the root problem
  • Finds solutions faster and at less cost; and
  • Produces lasting results

A commitment to the WRA in no way diminishes the right and responsibility of managers to manage in the best interests of the corporation, or the right and responsibility of unions and associations to represent the best interests of their members.

Union and Management leaders at the City of Edmonton put their signatures on the WRA because they believe it is the best way to conduct union-management business.  They agreed that neither party would use the WRA as a “sword or a shield” to hold the other party ransom.

Simply put - the WRA is the way union-management business is conducted at the City of Edmonton!
