Homeless on Public Lands

The Homeless on Public Lands initiative is a program intended to address the social, housing, safety and environmental impacts of homeless encampments on City land. The program strives to:
- Support the homeless individuals encountered on City land and get them on
the path towards safe housing using the Housing First principle - Positively impact the number of homeless individuals and encampments on City land
- Clean up our public lands from waste left behind from camps
- Increase the safety of all users of City land
- Decrease public health concerns on City land
- Decrease the negative impact on City land
Process
When the location of a camp is identified by a resident or park user, City of Edmonton Park Rangers will visit the camp within four days to determine the nature of the camps, activities and needs. From there:
- Individuals camping on City land are connected to support services and housing options by the Boyle Street Outreach team.
- The Camp is scheduled for cleanup by Parks Maintenance crews
- Any illegal activity is reported directly to Edmonton Police Service
Who we Are
The Homeless on Public Lands Committee is a collaborative effort between the City of Edmonton, Edmonton Police Service, Homeward Trust and Boyle Street Community Services. We consult and work closely with other community networks such as the Edmonton Coalition on Housing and Homelessness, Alberta Health Services and REACH Edmonton.
Reporting a Homeless Camp on Public Land
To report a homeless camp in the River Valley or other City of Edmonton Park or Public Land (Please call 311 to describe the location of the homeless camp. A Park Ranger will follow-up to your report within 24 hours).
Looking for mental health, addictions, shelter, or other support for a homeless individual? Please call 211 and an operator can connect you with the information that you need.
To report a medical emergency, fire, or illegal activity (beyond camping on public land) occurring in the River Valley or other City of Edmonton Park or Public Land (Please call 911 for an emergency in progress, or the non-emergency Edmonton Police Service line at 780-423-4567).
Resources for River Valley Residents
For residents in the areas of Riverdale, Cromdale, Millcreek and Skunk Hollow/Queen Elizabeth who want to provide general feedback, please email homelessonparkland@edmonton.ca. To report a camp location, please continue to follow the reporting procedures described in “Reporting a Homeless Camp on Public Land” to ensure that camp locations are captured and can be addressed as quickly as possible.
The Homeless on Public Lands Committee works closely with resident groups and are able to provide additional information, communication, community league presentations, newsletters etc. to you and your neighbours.
