Important Update for Vehicle for Hire Licence Holders
Taxi drivers and dispatchers with a current valid licence will transition to the new bylaw and the licence will expire as it would without having to pay new fees at this time.
Drivers' licences that expired between March 2016 to the present day will remain valid until further notice. Drivers looking to renew should speak to their Dispatch Company to find out when they are able to update the Driver's Licence through the City.
Vehicles for Hire in Edmonton
Taxi, limousines and shuttles in Edmonton are governed by Vehicle for Hire Bylaw 17400, which was approved by City Council on January 27, 2016 and came into effect on March 1, 2016.
Under the new bylaw, technology-based companies such as mobile app ride sharing services, can operate legally in Edmonton under a new class called Private Transportation Providers (PTPs).
The regulatory framework in the new bylaw helps to answer citizen and business demand for more choice in the vehicle for hire industry, while continuing to firmly uphold the standards set for public safety to protect passengers and drivers.

Fares
Under the hybrid fare model in the new bylaw, both taxis and Private Transportation Providers (PTP) are permitted to accept trips pre-arranged through a mobile app or written contract for a minimum charge of $3.25 per trip.
Rates above the $3.25 minimum are not regulated by the bylaw, and may be negotiated between the PTP or taxi, and the customer.
Both PTPs and taxis may also accept trips pre-arranged through telephone dispatch. For telephone dispatched trips, taxis will charge using a stipulated meter rate of $3.60 for the first 135 metres and $0.20 for each additional 135 metres or 24 seconds waiting time, whereas PTPs will charge using the $3.25 minimum flex fare rate.
Only taxis will be permitted to pick up street hails or use taxi stands using the stipulated meter rate. Keeping the street hail, taxi stand and telephone request options for taxis provides some continuity for taxi customers in how they secure service.
Licensing Standards
Licensed vehicles are subject to significant scrutiny by the City, making them considerably safer than unlicensed vehicles.
Drivers are required to provide the City with proof of the proper insurance and class of driver’s licence (1, 2, or 4) as outlined in provincial law. Currently the only acceptable insurance is a valid commercial policy.
A Police Information Check, which must be from Edmonton Police Service, is required. A Vulnerable Section Search is not necessary.
An annual vehicle inspection by a licensed garage and mechanic is also required.
Fines for operating without a City driver’s licence or City vehicle licence under the new bylaw are $5,000, and regular enforcement of unlicensed vehicles for hire continues.
