Professional Service Businesses

The City of Edmonton’s Business Licence Bylaw outlines the following categories and regulations for businesses that offer professional or specialized services:

Commercial School

This category is described as "any business set up for training and instruction in a specific trade, skill or service for the financial gain of the individual or company owning the school. Typical examples include secretarial, business, hairdressing, beauty culture, driving, dancing or music schools and private education services."

There are no special business licence regulations for this category, other than the need for a licence. Edmonton Fire Rescue is asked for a recommendation on applications for this type of business.

Funeral, Cremation, and Cemetery Services

This category is described as "the preparation of the dead for burial, the purification and reduction of the human body by heat and the keeping of bodies in a cemetery and the holding of associated services. Including; funeral homes, crematoriums, mausoleums, cinerariums and columbariums, memorial parks, burial grounds and gardens of remembrance."

There are no special business licence regulations for this category, other than the need for a licence. Edmonton Fire Rescue is asked for a recommendation on applications for this type of business.

Health Enhancement Centre

This category is described as "a premises or any part thereof where members of the general public attend, are invited to attend, or through which they may arrange an appointment to receive health services, including the physical external manipulation of the soft tissues of the human body, from an accredited professional for a fee."

Independent Health Enhancement Centres are described as "a premises that operates as a Health Enhancement Centre for only one Health Enhancement Practitioner."

There are special regulations and application requirements for this category. Edmonton Fire Rescue is asked for a recommendation and Alberta Health Services is notified when an application is submitted for this type of business.

Health Enhancement Centres must:

  • Maintain a list of all employees that includes their full name, any pseudonyms or aliases, telephone number, and Health Enhancement Practitioner business licence number.
  • Only employ Health Enhancement Practitioners that have been licensed by the City of Edmonton.
  • If an independent centre, you as the licence holder are the only person that can work as a Health Enhancement Practitioner for your business.

Health Enhancement Practitioner

This category is described as "an accredited professional who receives a fee to administer health services, including the physical external manipulation of the soft tissues of the human body."

Health Enhancement Practitioners must be employed by a Health Enhancement Centre. If you want to be self-employed, you will need to apply for an Independent Health Enhancement Centre business licence.

Massage Centre

If you are currently licensed as a Massage Centre, you must follow the regulations of the Massage Practitioners Bylaw until your licence expires. When your licence expires, you will be required to find a new category for your business and new regulations will apply. Please read this notice or call 311 for more information.

Massage Practitioner

This licence category is no longer issued.  New categories now exist to licence this activity.    From January 1, 2012, all businesses and practitioners that manipulate the soft tissues of customers’ bodies through touch will need to tell the City which of the following new licence categories best fit their business:
  • Body Rub Centre
  • Body Rub Practitioner
  • Health Enhancement Centre
  • Health Enhancement Centre (Independent)
  • Health Enhancement Practitioner
