Private Transportation Providers
A Private Transportation Provider (PTP) is a vehicle for hire that is permitted to provide pre-arranged transportation services to passengers through a mobile app contract or telephone dispatch.
PTPs are not permitted to pick up street hails or use taxi stands.
The Vehicle for Hire Bylaw 17400 establishes two types of Private Transportation Providers (PTP): Regional PTPs operating fewer than 200 vehicles, and Commercial PTPs operating 200 or more vehicles.
Regional Private Transportation Providers
Applications
Applications must be made in person at the Permits and Licensing Service Centre (5th floor, 10250 101 Street, Edmonton, AB) between 8am and 4pm.
Licence fees
The City regulates the Vehicle for Hire program, which is funded on a cost recovery basis. Fees collected are used to pay for the resources needed to administer and enforce the bylaw.
- Dispatcher: $1000/year
- Vehicle: $400/year
- Driver: $60/year or $100/two years
Regional PTPs will also be required to pay an accessibility surcharge of $50 per vehicle.
Application Requirements
There are different applications depending on your licensing requirements:
- If you are driving your own vehicle for a dispatcher, you require a driver and vehicle licence.
- If you are driving someone else’s vehicle, you only require a driver’s licence.
- If you are a dispatcher, you require a dispatch licence, and if you are a dispatcher driving a vehicle you require all three.
Dispatcher licence requirements
- Fees: $1000/year
- Completed application form
- Exclusive dispatcher does not have to pay a dispatch fee, but is still subject to all dispatch obligations (records and data to be collected and available to the City)
- corporate documents or ownership documents
A regional PTP dispatch licensee must not dispatch a vehicle for hire unless a valid PTP licence has been issued for that vehicle.
Dispatcher Records Requirements
Dispatchers must maintain the following records:
- a daily account of all requests for transportation service
- a daily account of all requests for accessible vehicles for hire
- a daily account of all trips recorded by a global positioning system (GPS), including pick-up and drop off location, and the vehicle licence number and driver’s licence number for each trip
- summary of verbal notices of refusal provided to the dispatcher
- any other information required by the City Manager
Records must be kept for one year. Dispatcher must provide access to any of these records upon request of the City Manager.
Vehicle licence requirements
- completed application form
- fee: $400/year
- valid provincial registration certificate
- proof that vehicle and all people driving are covered under valid commercial insurance policy approved by the Province
- proof of agreement with dispatch licensee to provide dispatch services for that vehicle
- Mechanical inspection are required annually and to be kept in the vehicle at all times
NOTE: a vehicle can only have one vehicle licence.
When applying for a vehicle licence, a person must make a declaration that the vehicle will be dispatched and driven exclusively by the person applying for the vehicle licence and:
- no person other than the person making that declaration may provide dispatch services for that vehicle
- the person making the declaration is deemed a dispatcher for the purposes of the bylaw, but is not required to pay the fee required to obtain a dispatch licence unless the person provides dispatch services to another person or for more than one vehicle for hire
A person may revoke the declaration at any time by providing proof of a valid agreement with a dispatcher.
Driver licence requirements
- completed application form
- Fees $60/one year or $100/two years
- Class 1, 2, or 4 provincial operator’s licence
- Police Information Check no older than 90 days from Edmonton Police Service
- photograph (to be taken at the time of application or supplied by the applicant)
Commercial Private Transportation Providers
Commercial PTP drivers and vehicle owners have the option for the dispatcher to come into the Permits and Licensing Service Centre (5th floor, 10250 101 Street, Edmonton, AB) and apply for the licence and pay for the fees on their behalf.
Records provided by the dispatcher will be checked by the City, before a licence is issued, to ensure compliance with the regulatory requirements and City standards.
Commercial PTP drivers require a driver licence only
Commercial PTP Licence fees
The City regulates the vehicle for hire program, which is funded on a cost recovery basis. Fees collected are used to pay for the resources needed to administer and enforce the bylaw.
- Dispatch Fee: $50,000/year
- Per Trip Fee: $0.06
- Commercial PTPs will also be required to pay a $20,000 per year dispatch accessibility surcharge
Dispatcher Records Requirements
A commercial PTP dispatch licensee must not dispatch a vehicle for hire unless a valid PTP licence has been issued for that vehicle.
Dispatchers must maintain the following records:
- a daily account of all requests for transportation service
- a daily account of all requests for accessible vehicles for hire
- a daily account of all trips recorded by a global positioning system (GPS), including pick-up and drop off location, and the vehicle licence number and driver’s licence number for each trip
- summary of verbal notices of refusal provided to the dispatcher
- any other information required by the City Manager
Records must be kept for one year. Dispatcher must provide access to any of these records upon request of the City Manager.
