New forms for commercial development and building permits

The City of Edmonton has developed separate application forms for commercial development and building permits.

There are also new regulations for development permits. See the Business application forms and Construction application forms sections below for details.

General Information and Services

Cancellation and/or Refund Request Form (2013)
An application to request a refund prior to a decision being made or a permit or licence being issued on the following types of jobs: Development Permits, Building Permits, Licence Fees, Plumbing and Gas Permit Fees, Heating and Ventilation Permit Fees, Compliance and Encroachment Fees.

Compliance Certificate Application Form (2013)
An application for confirmation that all construction and location of the construction has permits and approvals.

Compliance Restamp Request Form (2013)
An application for a secondary compliance review and for finalization stamps after corrections have been made.

Compliance Fees Form to change a Regular service request to Express service (2013)
Application form that client can use to fill in to provide credit card information to pay the difference in fees when they want to change their original Compliance Request from Regular service to Express service.

Encroachment Application Form (2013)
To apply for approval allowing a building or structure to continue to be located on or over City property.

FOIP Application Form (2013)
To apply for access to information in the custody or under the control of the City of Edmonton.

Leave as Built Application Form (2013)
A confirmation by the City that applies to buildings that had appropriate development permits issued, but the building was built in a different location than what was approved.

Parking Meter Permit Application Form (Jan. 1-Dec. 31, 2013)
To apply for a permit to allow a vehicle to be parked at a 2 hour meter located on the street.

Residential Parking Permit and Visitor Pass Application Form (2013)
An application for approval to allow a vehicle parking (vehicle must be under 4500 KG in weight) in a restricted residential area.

Search of Records Request Form (2013)
To apply for either plan or file search on a property or building. This request must be made by the owner or by an acting agent on behalf of the owner.

Zoning Confirmation Application Form (2013)
An application to confirm the zoning of a particular property.

Business

New regulations for development permits

Effective November 1, 2012, the Alberta Government's Energy Resources Conservation Board (ERCB) passed Directive 079.

This directive stipulates that an application for a development permit for a new building that will be larger than 47 sq. meters (506 sq. ft), or an addition to or an alteration of an existing building that will result in the building being larger than 47 sq. meters (506 sq. ft) must include:

  • information provided by the Energy Resources Conservation Board (ERCB) identifying the location or confirming the absence of any abandoned wells within the parcel on which the building is to be constructed, or in the case of an addition, presently exists.

Applicants can sign and include the Declaration of Absence of abandoned wells on property form with their development application, if they have determined no abandoned wells are located on the property they are trying to develop.

This information can be obtained by either contacting the Energy Resources Customer Care Centre at 1‐855‐297‐8311 or using the GeoDiscover Alberta Map to confirm whether an abandoned well is located on your property.

Commercial Location Business Licence Application Form (2013)
To apply for approval to operate a business on a commercial site.
Business Licence applications are reviewed to see if a Development Permit is also required.
Development Permits ensure the proposed business activity is allowed for that location under the City of Edmonton, Zoning Bylaw #12800 according to the zoning designation of the property.
Use the Home Based Business application form (below) for operating from your home.

Commercial Development Application Form (2013)
This form must be filled for any new commercial business application or change in existing business operations.
This application form must be submitted with the following documentation:

  • A letter of authorization
  • The appropriate checklist:
    • Commercial Industrial Checklist - This checklist is required for construction projects for new buildings and additions
    • Multi-Unit Residential Checklist - This checklist is required for construction projects consisting of 3 or more dwellings for new apartment/condominium buildings/row housing, stacked row housing, etc.
    • Change of Use Checklist - This checklist is required when changing the use within an existing building or site (for example: changing a General Retail Store to a Restaurant)
  • Home Based Business Application Form (2013)
    An application for approval to operate a business from your residential property.

    Non Resident Business Application Form (2013)
    This application form is to be filled out by businesses that do not have a permanent base of operations in either a Home or Commercial location within Edmonton but are working in the City.

    Business Licence Cancellation Form (2013)
    Form used to cancel a business licence.

    Permanent and Temporary Sign Applications

    Sign Application Form- Permanent (2013)
    To apply for approval of the placement of a permanent sign on a property.

    Sign Application Form- Temporary On-premises Sign (2013)
    To apply for approval to place a Temporary On-premises Sign on a property.

    Temporary On-premises Signs means any sign that is relocatable or removable from a site and used for advertising of a limited duration. The copy on such a sign identifies or advertises a business, activity, product, service or entertainment located on the premises or site where the sign is displayed.

    Sign Application Form- Temporary Off-premises Sign (2013)
    To apply for approval to place a Temporary Off-premises Sign on a property.

    Temporary Off-premises Signs means any sign that is relocatable or removable from a site and used for advertising of a limited duration. The copy on such a sign directs attention to a business, activity, product, service or entertainment that cannot be considered as the principal products sold nor a principal business, activity, entertainment or service provided on the premises or site where the sign is displayed.

    Other temporary sign application conditions:

    • Landowner/Agent Permission Letter: Applications for all signs shall include a letter from the owner of the property on which the sign is to be erected, or his agent, authorizing the applicant's sign development.

    To apply for a Travelling/Temporary Sales business licence.

    Vehicle for Hire Driver's Licence Application Form (2013)
    An application for new or renewed Vehicle for Hire (Taxi, Limousine and Shuttle) Driver's licences.

    Business Licence Application for: Taxi Brokers, Independent Driver Owner Service, Shuttle Service or Limousine Service (2013)
    An application form to operate a business providing dispatch services to Taxis, Accessible Taxis, Independent Owner Operated Taxis, Shuttle or Limousine vehicles.

    Construction

    New regulations for development permits

    Basement Development Application Form (2013)
    To apply for approval on developing a basement if permits are deemed a requirement.

    Deck Construction Application Form
    An application used to get approval to construct a deck, either uncovered or covered.

    Commercial Development Application Form (2013)
    This form is used for new commercial construction or renovations to an existing commercial, industrial, or multi-dwelling residential development. A commercial building permit application must also be completed.
    This application form must be submitted with the following documentation:

  • A letter of authorization
  • The appropriate checklist:

    Commercial Building Permit Application for Interior Alterations (2013)
    This application is required for any interior alterations/tenant improvements to existing floor and mezzanine areas in commercial buildings.

    Electrical Permit Application Form - Contractors (2013)
    An application form for an electrical permit being applied for by a Electrical Contractor.

    Electrical Permit Annual Application Form- Contractors and Owners of commercial buildings (2013)

    Electrical Permit Application Form - Homeowner (2013)
    An application form to apply for an electrical permit when a homeowner is doing their own electrical work.

    Garage Application Form and Garage Design Form (2013)
    An application for the construction of a detached garage.

    Heating and Ventilation Application Form (Contractor Form) (2013)
    To apply for approval to install or alter heating and ventilation equipment.

    Heating and Ventilation Application Form (Homeowner Form) (2013)
    Single family homeowners who apply for this permit are required to own and reside at the property and be doing the work themselves.
    Homeowner applications must be done in person at our office. Faxed or mailed applications from homeowners will not be accepted.

    New Home Builders Rebate Application Form

    New Single Family House Permit Application Form (with or without a new secondary suite) (2013)
    To apply for approval to build a new house which includes all of the development, building, plumbing, gas, heating, sewer and water permits.
    This application can also include the construction of a new secondary suite as long as this construction is being done at the same time as the construction of the new home.
    If the secondary suite is being constructed after the home is built, you will need to fill out the Secondary Suite for an Existing Single Family Home application form (below).

    Garden or Garage Suite Housing Permit Application Form (2013)
    To apply for approval to build a new Garden or Garage suite (this construction must be for a separate dwelling from the primary residence) or to apply for permits for an existing Garage or Garden Suite. If you are building a Secondary Suite into an existing home, please fill out the Secondary Suite Application Form (below).

    Plumbing and Gas Application Form (Contractor Form) (2013)
    To apply for approval to install or alter plumbing and gas equipment.

    Plumbing and Gas Application Form (Homeowner Form) (2013)
    Single family homeowners who apply for this permit must own and reside in the residence and be doing the work themselves.
    Homeowners can only apply for gas permits for existing homes. They are not allowed to submit a Gas Permit for work being done in a new single family home.
    All applications will be required to provide a detailed drawing including pipe sizing for the work they are doing.
    Faxed or mailed applications from homeowners will not be accepted.

    Private Sewage Disposal System Application Form
    An application for a sewage disposal system for new homes and for system replacements for older homes.

    Re-Inspection requiring Fees Form (3rd Inspection)
    Application form used to pay for fees when a re-inspection is required. These fees must be paid before the re-inspection can be done.

    Row Housing or Stacked Row Housing Application Form (new construction) (2013)
    An application for permits to build a new row house (3 or more units side by side) or a stacked Row House (3 or more units with any unit wholly or partially stacked above another).

    Residential Building Application Form (2013)
    An application for approval regarding development or construction projects on a residential property/building that include additions, garages, sheds, etc.
    If construction is for a new house, use the New House Combo application form.

    Secondary Suite for an Existing Single Family Home Application Form (2013)
    An application to apply for permits to build either a new secondary suite into an existing single family home or to apply for permits for a secondary suite that has already been built without permits into an existing single family home.

    Semi Detached or Duplex Housing Application Form (new construction) (2013)
    An application for construction of a new semi-detached (2 units side by side) or duplex (2 units above each other) residential building.

    Sewer and Water Application Form
    To apply for approval to install or alter sewer and water equipment.

    Telecommunications Facility Application Form
    To apply for approval to install a telecommunications facility. Includes a checklist.

    Working Drawing Submission Form
    Form to be filled out when submitting new or revised working drawings.

    Waiver Form (2013)
    A legal document between an applicant and the City for the purpose of beginning work on a project prior to the final appeal process.
