Effective June 7, 2021, free-standing accessory structures (like sheds) less than 10 square metres in size will not be checked against the Zoning Bylaw regulations when issuing Compliance Certificate Reports. Property owners are still responsible for ensuring these structures meet Zoning Bylaw requirements and any easements or restrictive covenants registered on their land title.

A Compliance Certificate is a report from the City of Edmonton confirming that all buildings and structures identified on the property have met the regulations under the Zoning Bylaw and have the appropriate development permits.

About the Service

An Alberta Land Surveyor's Real Property Report is reviewed by a development officer to see if it meets the current Zoning Bylaw regulations and that development permits have been issued for all buildings and structures shown.

Before you apply, a Real Property Report (RPR) must be prepared and signed by a Certified Alberta Land Surveyor. It is your responsibility to confirm with the surveyor that the RPR is ready to be digitally uploaded upon request.

The Real Property Report (RPR) must be prepared and signed by a Certified Alberta Land Surveyor. The RPR must show:

  • All existing buildings and structures on the property, including fences and sheds
  • The distances from existing buildings and structures to property lines
  • The date of the survey
  • The address and legal description of the property, and
  • It also must be stamped with the surveyor's seal

If everything complies with the current Zoning Bylaw and if all of the buildings and/or structures shown on the Real Property Report have the required permits, the Compliance Certificate Report will indicate that everything complies.

Correcting Identified Issues

Types of Service

Regular Compliance Certificate Reports and Updates – Average length of time to process applications is 10 working days; however, this time could increase if workloads are particularly heavy.

Express Compliance Certificate Reports – Reviewed and a response received within 3 working days. 

(Note: these timelines do not include the day the City of Edmonton receives the application.)

How Do I Obtain the Service?

Online Application Requirements and Process

Before you apply, ensure a Real Property Report (RPR) is ready to be issued by a Certified Alberta Land Surveyor. It is your responsibility to confirm with the surveyor that the RPR is ready to be digitally uploaded upon request.

After you have submitted the online Compliance Certificate Report application and paid the fee, your surveying company will receive a request from the City of Edmonton to upload the Real Property Report and Certificate of Title to your application.

You will receive confirmation via email with a link to check the status of the application at any time.

Once reviewed, you will receive a Compliance Certificate Report via email from the City of Edmonton.

Please note any paper applications received are subject to a delay in processing times. You will receive an email notifying you when the application is complete and ready for review.

Update a Compliance Certificate Report

If a compliance certificate report identifies next steps you can reapply within six months from the date of the original compliance report to have your Real Property Report reviewed again at a reduced fee.

This second review is called a Compliance Revision. If you apply after the six month time period, a new Compliance Certificate Report request is required.

All next steps identified on the Compliance Certificate Report must be completed before applying for an updated report.

If structures and/or encroachments were removed instead of obtaining permits and/or agreements, an updated Real Property Report prepared by your Alberta Land Surveyor reflecting these changes must be provided.

Fees

The  2024 Planning and Development Fee Schedules (effective January 1, 2024) has a complete list of current fees for the following services:

Compliance Certificate Report for residential properties (maximum 2 dwellings per lot - this includes Single Detached Housing, Semi-Detached Housing, Duplex Housing or 1 unit as part of a Row House development)

Compliance Certificate Report for all other properties (Commercial, Industrial, Multi-Residential like apartment housing, rowhouse development with multiple units on 1 lot)
