Five parks in the Balwin and Belvedere Neighbourhoods have been selected for revitalization.

Project Update - April 2026

Zoie Gardner Park

Construction in Zoie Gardner Park continues. Work includes:

  • Additional line painting on the basketball court
  • Art mural installation on the utility shack (to be completed summer 2026)
  • Concrete removal and replacement on the north side of the spray park to fix cracking that formed over the winter
  • Installation of street games on the concrete pad on the south side of the spray park
  • Additional repairs and maintenance work to be completed, as required

Sections of the park will be fenced off to complete concrete repairs and install street games. The remainder of the playground will remain open for use during the repairs. This work is expected to be completed in June 2026.

Balwin Park

Construction is set to resume in Balwin Park. Work includes:

  • Construction of the Heart Labyrinth in the southeast corner of the playground on the outside of the new playground pod
  • Concrete removal and replacements to remediate cracks that formed over the winter months
  • Painting touch-ups on the rubber playground surfacing and playground equipment
  • Additional repairs and maintenance work as required

Sections of the playground will be fenced off to construct the Heart Labyrinth and complete concrete repairs and surface painting. The remainder of the playground will remain open for use during the repairs. This work is expected to be complete in June 2026.

Please be aware that the new landscaping in Zoie Gardner and Balwin Parks is susceptible to damage during the spring thaw. As the ground melts, the sod underlying topsoil will become very soft in the newly constructed areas. Any foot traffic in these areas will create depressions and result in muddy conditions and tripping hazards as the new sod has not yet fully established. Residents are asked to keep off the new sod until ground conditions improve.

Belvedere Park

All construction at Belvedere Park is complete. The basketball court drainage issues have been corrected and all elements of the park are open for use. Additional landscape maintenance and repairs will be completed as required over spring/summer 2026.

About the Project

The project includes the revitalization of five open spaces within the Balwin and Belvedere neighbourhoods with the focus on safety, accessibility, improved and expanded amenities for social connection and passive use, and improved recreation, play, and cultural activities for diverse users.

The project will include the Planning Concept and Design phases for all five park sites.
